Offer revised upwards

Cradle of the national strike movement started in mid-March, the AP-HP has been trying for more than three months to find a way out of the conflict, but has so far managed to reach agreement only with the emergencies of the Cochin hospital. Management has revised its offer on the rise Tuesday, at the last meeting of negotiations with the unions (CGT, SUD, CFDT, FO) and the group of caregivers Inter-Emergencies at the origin of the movement.

On the staff, it "proposes to create and assign 200 jobs" immediately in the 25 emergency services "and to provide an additional envelope of 30 jobs (...) without deciding from now on their assignment service" , according to a report that AFP obtained a copy. "A strong proposal", according to AP-HP's deputy general manager, Jérôme Marchand-Arvier, who recalls that his previous offer was 170 positions. But for Rose-May Rousseau, General Secretary CGT, "this is only part of the 800 posts deleted this year" to reduce the abyssal deficit of the largest French hospital group.

Premiums also at the heart of negotiations

Negotiations also focused on compensation: in addition to the "dangerous" bonus of 100 euros net announced by the Minister of Health, Agnès Buzyn, the AP-HP wants to increase the premium "unhealthy" to 56 euros net, and create a premium "cooperation" of 100 euros gross for nurses "before the end of the year," says Jerome Marchand-Arvier.

An "amending budget" including the 230 additional posts must be presented Friday to the supervisory board of AP-HP, before a new meeting with unions "next week," he adds. "There is progress, what is on the table is not nothing", recognizes Rose-May Rousseau, who considers however that "the reflection must be done at the national level" with "a plan of attractiveness for hospital employment ".
