On Thursday, June 27, a plane crash took place in the north of the Republic of Buryatia with the participation of the AN-24 Angara aircraft, en route from Ulan-Ude, carrying 47 people. The crew of the aircraft with the tail number RA-47366 when approaching the airport of Nizhneangarsk reported the failure of the left engine and sent a distress signal. After a hard landing, the An-24 rolled out of the runway and crashed into the sewage treatment plant, and then caught fire.

As a result of the accident, two people died, the aircraft commander, inspector pilot Vladimir Kolomin and flight mechanic Oleg Bardanov. Moreover, all 43 passengers were promptly evacuated. Also, according to the press service of "Angara", not injured the co-pilot Sergey Sazonov and flight attendant Elena Laputskaya.

At the same time, according to the Ministry of Health of the Russian Federation, more than 30 injured people needed medical assistance.

“In a state of moderate severity, eight passengers were hospitalized, including two children. Outpatient medical care was received by 33 people, ”RIA Novosti reports.

On the fact of the disaster, Rostransnadzor announced an unscheduled inspection of Angara Airlines for compliance with the requirements of air legislation.

At the same time, RT found out that the Federal Service had previously found technical violations at Angara Airlines. According to the acts of inspections from May 2018 to May 2019, for the year 158 violations were identified with the air carrier.

In particular, the federal agency sent instructions that the first and second pilots on Angara flights do not interact well with each other. From the inspection data of Rostransnadzor, which was conducted from May 15 to June 8, 2018, it follows that the airline has not developed guidelines for the crews on actions in case of fire, smoke, or information about engine failure.

In addition, from January to June 2018, there were three cases in which the Anov pilots landed aircraft with violations in the piloting technique. As follows from the findings of the inspectors Rostransnadzor, the crews allowed "excessive overload when touching the strip."

At the same time, it is known that 44 employees of the airline were not certified to work as pilots and aviation security officers.

Another part of the claims was the presence of serious technical malfunctions in the fleet of "Angara". A number of An-24 aircraft have identified problems with the reliability of navigation equipment. We are talking about the inactive artificial horizon and flaps, as well as not displaying the course of the flight.

In addition, on October 23, 2018, one of the aircraft during the flight was completely denied all the systems responsible for the ship's geographical orientation and radio communications. The reason - blown fuses in the circuit. The incident caused serious complaints from Rosaviatsia, which, following the results of the investigation, recommended all An-24 operating companies to check their electrical equipment.

At the same time, the crashed aircraft with the tail number RA-47366 had some problems with the operation of the on-board means of objective control. For example, on March 2, 2018, the parametric recorder did not work for the An-24, two days later the “black box” outside the operating mode was responsible for fixing the technical parameters of the flight.

In addition, the plane at least three times got into emergency situations.

So, on April 25, 2010, the An-24 crew managed to land safely at the airport of Yuzhno-Sakhalinsk, despite the fact that during the landing approach a leak of AMG-10 and a drop in fluid pressure in the main hydraulic system were detected.

Four days later, a fault was found in the autoflugging system by pulse-code modulation of the right-hand engine, the cause of which was the failure of the program mechanism.

In addition, on July 30, 2017, the pilots of the RA-47366 “went into the second round” aircraft for landing because of the unauthorized take-off of the runway by humans.

Note that the crashed An-24 made its first flight in 1977. According to the technical bulletin of Rosaviatsia, its resource is 47 thousand landings or 50 years of service. Airline "Angara" aircraft began to be used in 2013.

Recall that in fact a plane crash initiated a criminal case under Art. 263 of the Criminal Code of the Russian Federation (violation of the rules of traffic safety and operation of air transport, resulting in the death of two or more persons by negligence). Investigative measures will be carried out by the central office of the TFR.

At the same time, the Interstate Aviation Committee formed a commission to investigate the state of emergency. Its structure, in particular, included representatives of the Federal Air Transport Agency.

"Deputy Prime Minister - Presidential Plenipotentiary Representative in the Far Eastern Federal District Yury Trutnev instructed the office of the authorized representative to keep the situation under control," the embassy press service said.
