It is noted that during the discussion of the draft report, one of the parliamentarians proposed to return the document back to the relevant commission.
A second vote was taken, in which 110 out of 163 parliamentarians opposed it.
Earlier, Ukraine filed 226 amendments to the resolution on the return of Russia to PACE.
The Assembly also voted against the discussion at the session on the theme of Russia's contributions to the Council of Europe.
