He pointed out the importance of the memoranda in terms of controlling and regulating the recruitment of workers, especially through licensed employment agencies inside the country and in the three countries, as well as enhancing transparency in various stages of the work cycle and ensuring the rights and entitlements of the various parties concerned, The departure of workers from their countries and after their arrival in the State, which contributes to increasing awareness of the rights and duties imposed by the contractual employment relationship.

Regarding the employment of enterprises, it was agreed that the employer shall submit to the worker to be brought a work offer containing a comprehensive description of the rights and duties of each of its parties and the terms and conditions of the work, so that the concerned government authority in the foreign country shall verify the worker's signature after reviewing it and approving its content. , Where the offer is attached to the request to issue a work permit submitted by the employer to the Ministry of Human Resources and Emiratisation, where the offer is extracted from the Ministry's database upon arrival of the worker to the state, in preparation for signing by the employer and the worker, and then officially registered with the Ministry as a legal work contract Match u With a width of work width.

In the event of a dispute between the employer and the worker, a complaint is registered with the competent department of the Ministry of Human Resources and Emiratisation, which seeks to find an amicable settlement within a specified period of time or to refer the complaint to the judicial authorities to resolve the dispute.

On the recruitment and employment of assistive workers, it was agreed to facilitate the procedures for the admission and recruitment of auxiliary workers to the UAE and employ them in accordance with the provisions of the law of auxiliary workers in force in the country and in accordance with the legislations and regulations in force in their own countries. The scope of the legal protection of assistive workers in their countries before they are imported and upon their arrival in the UAE.

It has been agreed that measures will be taken to recruit and operate auxiliary workers, so that only UAE-based service centers will be allowed to apply for employment assistance from employers in the country. Only registered and licensed private employment agencies in sending countries will be allowed to submit names and candidate employment data For vacancies available and approved.

It was also agreed to cooperate to draw up a list of all costs related to the recruitment, recruitment and modernization of assistive workers, as well as cooperation to design and deliver awareness programs for employment prior to departure and after arrival.

The contracting procedures and the employment of auxiliary workers are carried out according to a model contract based on the law of auxiliary workers. The service centers in the country send the work offer to the candidate worker, including all conditions and working conditions. The parties cooperate to ensure the approval of the offer by the worker who signs the contract. A typical work contract upon arrival in the country and obtaining a copy of it, as well as an original copy of the employer. It was agreed that the termination or termination of the employment contract would be in accordance with the Act and the Regulations of the Assistants Act, in accordance with the terms of the model contract, and that disputes would be settled on the basis of the provisions of the Assistants Act and the terms of the contract of employment.

Joint bilateral committees are set up between the Ministry of Human Resources and Emiratisation and the relevant ministries in Pakistan, Nepal and Vietnam to take the necessary measures to implement and follow up the implementation of memorandums of understanding concluded.
