Civil society actors are preparing to launch a new initiative to break the political crisis in Algeria after 17 weeks of demonstrations demanding change.

Al Jazeera Net received a copy of an initiative entitled "Civil Society Forces Initiative Project Paper Out of Crisis and Democratic Transformation of a New Republic" before its official announcement on Saturday.

The participants in the formulation of the initiative agreed on the need to go into transition according to specific mechanisms including the exclusion of interim President Abdelkader bin Saleh and Prime Minister Noureddine Badawi from the scene, and refused to supervise any electoral process.

The initiative called for a transition period supervised by a presidential body or national consensus for a period of not more than one year, and the formation of a government of national competencies to conduct business.

It also called for the formation of an independent body to oversee and organize the elections and announce their results, with the opening of a comprehensive national dialogue culminating in a national symposium attended by all parties to ensure the smooth transition of power.

The civil society document stressed the necessity of "accelerating smooth democratic transition in accordance with an electoral path that embodies a break with tyranny and corruption and guarantees the building of credible institutions."

The civil society coalition is composed of representatives from different walks of life and has gathered dozens of unions, associations and political figures in what appears to be one of the most important gatherings of civil forces in the country.

Before the road map was reached, the debate over the past weeks has seen differences between the various parties in the bloc, which included many antagonisms from the Muslim Scholars Association to the Women's Media Network.

The participants in the initiative look forward to the reaction of the authorities to the document to be announced tomorrow, with the army's insistence on Chief of Staff Ahmed Kayed Saleh on his complete and categorical rejection of the transitional stages that may enter the country - as he says - in severe crises.
