It is noted that over the course of several years, the members of the cell carried out “conspiratorial collections in order to study extremist literature and coordinate activities about the dissemination of the ideology of the organization”.

Also, according to the FSB, "there were trips abroad to meet with foreign coordinators, during which adherents obtained funding and recommendations for expanding activities."

In February, members of the Jehovah's Witnesses cell in the Ulyanovsk region were detained.
