MPs and senators failed Tuesday to agree on a joint version of the bill surrounding the restoration of Notre-Dame Cathedral, AFP learned from parliamentary sources. The discussions in Joint Joint Committee (JPC) quickly broke down, the "finding of failure" being made even before the discussion of articles, according to a participant Assembly side.

The failure is due in particular to the article that empowers the government to derogate from certain rules (urban planning, environment, construction, preservation of heritage, public order). It had been abolished by the Senate, with a majority on the right.

The bill "for the conservation and restoration of Notre-Dame de Paris Cathedral" was presented by the government as an answer to Emmanuel Macron's "huge challenge" to rebuild the building in five years. In particular, it ratifies the opening of a national subscription to manage the donations of individuals, businesses or communities that immediately flocked after the fire that destroyed April 15 the frame and the spire of this iconic monument. For individuals, it provides for an increase in the tax deduction.
