According to her, the current program of simple subsidies is not able to solve the problem of issuing apartments to orphans.

“How does it (the subsidy program. - RT ) look like today?” The Ministry of Education allocates funds that are distributed to the regions, and the regions themselves are already co-financing and spending these funds along with their regional funds. They build housing on them as they see fit and possible, ”she said during a press conference.

At the end of 2018 in Russia, the number of children left without parental care and needing accommodation was increased by 8.8% and amounted to 269,635 people, while the number of orphans who are already provided with housing grew by only 0.3 %

According to Kuznetsova, this gap will not be reduced until the state program is adopted.

The Ombudsman also added that in this area it is necessary to ensure the direct expenditure of funds.

Earlier, in Khabarovsk, orphans went on a hunger strike, demanding from the local authorities the issuance of apartments that they were supposed to receive according to the law.

All participants in the action have been queuing for apartments for several years, however, they have not received housing, despite the existence of court decisions on the provision of housing to them.
