The Ministerial Decision allows all establishments registered with the Ministry of Human Resources and Emiratisation to join the membership according to three priorities, including high priority settlement facilities, which require high-skill employment and economic activities in the financial, education, health, consulting, and communications sectors. The medium priority of the settlement includes enterprises operating economic activities in the sectors of commerce, retail, hospitality and transport, each with 250 workers and more. The decision specifies the membership of the club in one of four categories, the first of which is the "platinum category", which requires a 12% localization rate for high priority enterprises for resettlement, 7% for medium priority enterprises, and 3% for low priority enterprises.

The member establishments in the Platinum category are included in the classification system of the establishments at the Ministry, and immediately, if they meet the required ratios when applying for membership, which gives them several advantages, notably payment of only 300 dirhams, to extract and renew the work permit, The possibility of retrieving the bank guarantee when the insurance of all employees, as well as access to the red carpet service, which gives priority to the completion of services of the ministry through the express service, and the allocation of a manager for her account, and access to some free services for awareness.

The second category, the "gold", includes high priority settlement facilities with 8% settlement rate, medium priority enterprises with a 4% settlement rate and low priority settlement facilities with a 1% settlement rate.

This category provides for enterprises with membership in them to be reclassified in category II (a) within the system of classification of establishments followed by the Ministry, or keep them in the current category, whichever is better, as well as issuing and renewing work permits submitted at the skill level (1,2,3 ) Approved by the Ministry, according to classification fees category I.

Silver category establishments in the second category (B) are included in the classification of the Ministry, or remain in the current category, whichever is better.
