The Council of State has just validated the building permit granted SCI Georges, in July 2015, for the creation of a new shopping center of 25 000 m2 on the commercial area Rive Ouest, near Ikea. The permit was contested by FRP II, operator of the Cap Malo area in Melesse.

This is the culmination of a multi-year battle between developers and developers. The Council of State has just confirmed the validity of the building permit granted in July 2015 to SCI Georges, in order to develop a new concerted development zone (25,000 m2 of shops), in the area of Les Touches (Rive West) to Pacé, where is implanted Ikea.

The permit had been challenged by the company FRP II, a subsidiary of the group Heritage and trade, before the administrative court of Rennes, then before an administrative court of appeal of Nantes. The two courts having rejected these requests, the company which operates about sixty shopping centers including that of Cap-Malo in Melesse north of Rennes, had initiated a last resort before the Council of State.
