Turkey will host a four-nation summit on October 27, bringing together leaders from Turkey, Russia, Germany and France to discuss the crisis in Syria, especially the situation in Idlib.

He said in a statement Friday that the summit will discuss developments in Idlib, and the political process aimed at resolving the conflict, and coordinate joint efforts.

French President Emmanuel Macaron's office said Paris wanted to find ways to avert a humanitarian catastrophe in Idlib and ensure a continued ceasefire to prevent a new displacement.

In the same context, the Kremlin announced that Russian President Vladimir Putin will discuss during the Istanbul summit ways to secure conditions for the return of Syrian refugees, in addition to discussing the reconstruction process.

Chancellor Angela Merkel will attend a summit on Syria in Istanbul, a German government spokeswoman said on Tuesday.

She added that discussions between Merkel and the presidents of France, Russia and Turkey will focus on the situation in Idlib and support the implementation of the Sochi agreement between Ankara and Moscow.

She noted that Germany "sees Russia as a partner with a very strict responsibility because it is an ally of the Assad regime," and that "at the same time, Turkey also bears a very strict responsibility under the Sochi agreement with Russia."

Interfax said Putin would discuss the situation of Syrian refugees at the Istanbul summit and quoted the Kremlin as saying that the Russian president also plans to discuss Syria's infrastructure reform during the summit.
