The departmental councilors of Bas-Rhin and Haut-Rhin agreed on Monday, in Sélestat (Bas-Rhin), on a roadmap to lead in 2021 to a "European collectivity of Alsace", replacing from both departments.

"The two [departmental] assemblies have unanimously approved a joint resolution to which is attached a roadmap for the implementation of the new European Community of Alsace," said Monday, November 26, the Lower County Councils -Rhin and Haut-Rhin, in a joint statement at the end of the meeting.

At the end of October, responding to the desire expressed for a form of official renaissance of Alsace, the government and the Alsatian elected officials had agreed on the creation of this community with enhanced competences, particularly in terms of cross-border cooperation, bilingualism, tourism or culture.

But despite the status of super-department, which has already grinded in the neighboring Lorraine, Alsace will remain within the region of Grand Est, as demanded by President Emmanuel Macron.

This joint resolution, affirming that the action of this new community will be based on proximity, efficiency and citizenship, is a prerequisite for the regulatory and legislative process, which must pass, by the summer, by the vote of a joint deliberation of the two county councils, then the publication of a decree in Council of State and the vote of a law.

"In this context, the effective implementation of the European Community of Alsace will take place on January 1, 2021 and the elections of the future Councilors of Alsace in March 2021" , details the release of Bas-Rhin and Haut-Rhin.
