Algerian Deputy Defense Minister and Chief of Staff Lieutenant General Kayed Saleh demanded the application of Article 102 of the Constitution, which specifies the president's incapacity to exercise his duties, as stated in a speech broadcast on state television.

Saleh said in his speech that "a solution must be adopted to ensure the exit from the crisis and ensure respect for the Constitution .. Solving the crisis is the solution provided for in the Constitution in Article 102."

Article 102 of the Algerian Constitution amended in 2016 states that "if the President of the Republic can not exercise his duties due to a serious and chronic illness, the Constitutional Council shall meet and decide.

The President of the Council of Nation shall assume the duties of the Head of State for a period of up to 90 days, during which presidential elections shall be held.

The President of the designated State - in accordance with the same article - appointed in this manner shall not be entitled to run for president.
