The General Authority for Pensions and Social Security has confirmed that social insurance enhances the package of privileges provided by the state in various fields to provide a decent life for citizens and their families, noting that the UAE Constitution recognizes the inclusion of society and its care for people who are unable to take care of themselves from natural hazards and work risks such as illness or disability Or old age or unemployment, through the laws of insurance and social assistance.

The Federal Law No. 7 of 1999 on Pensions and Social Security, as amended, obligates all employers in the public and private sectors subject to its provisions to register and subscribe to citizens who meet the requirements of law coverage, and to give responsibility for registration and payment of participation to employers. This responsibility by imposing additional fines if they do not register and subscribe for them.

Hanan Al-Sahlawi, Executive Director of the Pensions Sector, said that the Authority considers the employers to be an effective partner in achieving the State's goals in providing an insurance umbrella that provides citizens and their families with fixed and monthly income when any of the risks that the insured may face while working.

She said that the Authority, in its belief in this partnership, would like to reach awareness to the employers about the necessity of registration and participation of the citizens working for them, in order to preserve their rights guaranteed by the law and at the same time avoid the fines and punishments approved by the law in case of violation.

Al-Sahlawi explained that he is subject to the provisions of Federal Law No. (7) of 1999 for Pensions and Social Security and its amendments, federal government employees, local governments and the private sector in Dubai, Ras Al Khaimah, Fujairah, Umm Al Quwain and Ajman. Work in the federal government, regardless of the Emirate of the workplace, which applies to both the Emirate of Abu Dhabi and the Emirate of Sharjah. The law also includes private sector employers in the Emirate of Sharjah.

She added that any employer employing citizens who fall within this framework must register with the Federal Pensions Authority, explaining that the law does not exempt the employer from participating in the event that his provisions are not known in respect of registration and participation, which stipulates that it includes insurance with the Commission General for Pensions and Social Security Every citizen who works for an employer in the public or private sectors in all emirates, except for the private and public sectors in the Emirate of Abu Dhabi, where citizens are included through the pension fund and retirement benefits of Abu Dhabi, Who are covered by the Sharjah Social Security Fund. "The federal pension law applies only to civilians, while the military is covered by their own pension laws according to their profession."

"Private sector employers in the Emirate of Abu Dhabi are subject to the Abu Dhabi Pensions Law, including their branches in other emirates, while the head office in the rest of the UAE is subject to the federal pension law," she said. The government sector, according to the federal pension law, means the federal government agencies, public bodies, public institutions, public companies and banks, in which the federal government contributes, in addition to the local government authorities that have requested the government of the emirate concerned to subject them to this law (Dubai, Ras Al Khaimah, Al Quwain, Ajman).

"The private sector, which is subject to the provisions of the Federal Pensions Law, means any natural or legal person who employs civil servants for any kind of remuneration," she said.
