After receiving the clues, Cao Xuesong immediately cooperated with the police officers of the public interest litigation procuratorial department of the hospital to conduct an on-site investigation and found that there were similar problems in many parking spots within the jurisdiction.

  Driving and riding electric bicycles should wear safety helmets according to regulations. Shared mopeds belong to electric bicycles, and helmets should be equipped.

After investigation, it was found that in the initial stage of shared bicycles, each shared bicycle was connected to the helmet through an anti-theft wire.

But now some anti-theft lines have been cut, the helmets are missing, and other helmets are also damaged to varying degrees.

At the same time, some users park their vehicles in blind lanes and non-motor vehicle areas at will, which not only affects the normal passage of passers-by, but also hinders the travel safety of special groups such as blind people.

  "A helmet is a 'life-saving charm', and illegal parking in the blind lane will become a safety hazard. We must not only protect the safety of the citizens' overhead, but also the safety of the blind's feet." To this end, the The court issued administrative public interest litigation pre-litigation procuratorial suggestions to relevant functional departments, suggesting that they perform their supervisory and management duties, urge relevant operating companies to strengthen the standardized management of shared bicycles, and eliminate hidden road safety hazards.

  After receiving the inspection suggestion, the relevant functional departments immediately organized personnel to conduct an on-site investigation and found that the road staff of the shared bicycle operating company had insufficient daily inspections and untimely vehicle management. After formulating the rectification plan, they immediately reported to the two companies. Issue a rectification letter and interview the relevant responsible comrades, requesting to do a good job in the management of vehicle order, and to equip full helmets in time.

  After more than two months of rectification, the operating company conducted a comprehensive inspection of the road section where the vehicles were located, repaired and filled up damaged helmets, and achieved "one helmet for one vehicle"; for problems such as vehicles parking indiscriminately and occupying blind lanes, the use of fixed facilities + Optimize technical means such as electronic fences to implement orderly management of vehicle fixed-point positioning, and promote users to park accurately; additional staff are dispatched to strengthen inspections at various points on each road section, and timely sort out vehicles that are not parked in place to prevent the phenomenon of "blind lanes for bicycles".   During the return visit, the undertaker prosecutor saw that all the parking spots of the shared bicycles had been rectified in place, and when they met citizens who went out for a walk, everyone gave a thumbs up.
