On May 1st last year, the "Regulations of Beijing Municipality on the Management of Domestic Waste" was formally implemented.

As of the end of August this year, the Beijing Municipal Urban Management Law Enforcement Department has inspected 1,167,200 units that are responsible for the classification of domestic waste, found 25,000 problems, and the overall problem rate was 2.14%, and investigated 65,400 illegal acts involving domestic waste.

Increased awareness of residents' autonomous classification

  According to the relevant person in charge of the Beijing Municipal Urban Management Law Enforcement Bureau, in order to further enhance the awareness and responsibility of individuals participating in the classification of domestic waste, the Municipal Urban Management Law Enforcement Bureau dispatched the city’s urban management law enforcement departments, starting from June this year, to all residential communities (villages) in Beijing. Before the end of the year, three rounds of urban management law enforcement and special law enforcement inspections covering the classification of personal household waste in the community will be carried out.

As of the end of August, the full coverage of the first round of law enforcement inspections has been completed.

  The data shows that from June to August, the urban management law enforcement department issued 9326 warnings and fines 1693 for unclassified individuals in residential communities (village). Compared with the implementation of special law enforcement actions, the total amount of penalties in the three months was compared with the previous month. An increase of nearly 5 times; the rate of inspection problems in residential communities (village) dropped from 11.4% to 11%, maintaining a steady downward trend; the rate of correct classification of residents increased slightly, from 78.9% to 81.7%.

  The data shows that through special law enforcement actions, violations of domestic waste classification in residential communities (villages) have been stopped in a timely manner; residents' awareness of autonomous classification has gradually increased, the initiative and accuracy of classification have gradually increased, and the classification effect has been significantly improved.

Non-resident food waste disposal fee policy will be adjusted

  According to the relevant person in charge of the Beijing Municipal Development and Reform Commission, in order to give play to the role of the price mechanism and promote the reduction, classification and resource utilization of domestic waste, the Beijing Municipal Development and Reform Commission and the Municipal Urban Management Commission have publicly solicited public opinions and submitted applications in accordance with relevant regulations. The municipal government agreed to adjust the charging policy for non-resident kitchen waste disposal in Beijing.

  From September 30, 2021, the kitchen waste disposal fee for non-residents in Beijing will be adjusted to 300 yuan/ton; from September 30, 2022, the collective canteens of Beijing’s government agencies, troops, schools, enterprises and institutions will be differentiated Charge.

The specific standard is: if the actual food waste transportation volume is less than 50% (including 50%) of the quota standard, it will be collected at 200 yuan/ton.

If the actual garbage transportation volume is between 50% and 100% of the quota standard (including 100%), it will be collected at 300 yuan/ton.

If the actual garbage transportation volume exceeds the quota standard, it will be charged at 300 yuan/ton within the quota, and 600 yuan/ton for the excess part.

  According to reports, there is a large gap between the charging level and the cost of food waste for non-residents in Beijing. After overall planning and considering the affordability of catering service units, according to the principle of gradual implementation, Beijing will implement metering and charging and adjust the charging standards appropriately.

At the same time, in order to give full play to the role of price incentives and restraints and promote the reduction of food waste at the source, Beijing implements differentiated charges for non-resident units that implement quota management. The actual waste transportation volume is lower than the quota standard and the implementation is lower. The price is higher than the quota standard. The part of the implementation of price increases, widening the price difference, the existing rewards and penalties.

  In addition, Beijing’s non-resident kitchen waste treatment fees can be charged by weight or volume. The conversion coefficients of weight measurement and volume measurement, non-resident kitchen waste quota standards and the scope of implementation of differentiated charges are determined by the city management department. The Beijing Municipal Urban Management Commission and the Municipal Development and Reform Commission will strengthen the follow-up evaluation of the implementation of non-resident food waste measurement management and charging policies, and dynamically adjust the charging standards based on the evaluation and cost supervision and review.

Multiple measures to achieve food waste reduction and cost saving

  It is reported that the Beijing Municipal Management Committee and relevant departments have issued the "Notice on Strengthening the Management of Non-resident Food Waste Measurement and Charging in the City" to standardize and improve transportation services, metering and charging methods, market responsibilities, and quality of waste reduction. And other parties put forward clear requirements.

The whole city will build a unified management information system for domestic waste at four levels: city, district, street, and enterprise, and gradually realize the fine management of the entire process of non-resident kitchen waste collection, transportation, and treatment.

  Non-resident units can take multiple measures to reduce the amount of food waste and save costs, such as actively implementing the "CD Action", guiding diners to order meals appropriately, eat frugally, and use draining equipment to control water and miscellaneous food waste, if conditions permit Units can implement clean or semi-clean vegetables into the kitchen to increase the utilization of remaining food materials in the kitchen.
