At the beginning of the outbreak of the new crown pneumonia last year, due to the shortage of epidemic prevention materials, some criminals waited for opportunities to deceive, causing heavy losses to many small and medium-sized enterprises and the masses. Later, they fled abroad in an attempt to evade Chinese legal sanctions.
In August 2020, the Public Security Bureau of Xuzhou City, Jiangsu Province uncovered a contract fraud case in which ordinary non-woven fabrics were used to pretend to be melt blown cloth during the epidemic prevention and control period, involving nearly 20 million yuan. Five criminal suspects including Huang Mou were arrested and detained. More than 20 tons of "melt blown cloth" have recovered more than 1 million yuan for mask manufacturers and the masses.
In July last year, Yang, the person in charge of an enterprise in Anhui, came to the Economic Investigation Detachment of Xuzhou Public Security Bureau to report to the police that a company in Xuzhou used non-woven fabrics to impersonate meltblown cloth and deceived him 350,000 yuan.
It turned out that there was a shortage of epidemic prevention supplies at the beginning of the year. Yang established a new production line for medical masks and was in urgent need of production materials such as melt blown cloth.
Through the introduction of others, Yang learned that a company registered in Gulou District, Xuzhou City, Jiangsu Province had meltblown cloth raw materials, so he signed a meltblown cloth network sales contract with the company on April 4 and paid the price 35 10,000 yuan to purchase 1 ton of melt blown cloth.
When receiving the goods on April 8, Yang found out that it was ordinary non-woven fabric that could not be used in the production of medical masks, so he asked the company to return the goods, but he never received a refund or a clear reply.
"This case is an economic dispute on the surface, but it is actually a contract fraud." Wang Weitao, deputy head of the Economic Investigation Detachment of the Xuzhou City Public Security Bureau, said that after receiving the police, the detachment attached great importance to it and immediately opened the case for investigation.
According to investigations, from February to April last year, Xia traveled to Russia, forged Russian appraisals, used Russian-made ordinary non-woven fabrics as meltblown fabrics, exported them from Moscow to two companies in Xuzhou, Jiangsu, and then flowed into them. market.
The persons in charge Huang Mou, Zhu Moubin, Zhu Moulei, Li Mouwei, and a Guangzhou company Yang Moulu earned the price difference, suspected of constituting the crime of contract fraud, with a case value of nearly 20 million yuan.

At present, five criminal suspects including Huang have been approved by the procuratorial organ for arrest, and the case has been transferred to the court.
During the investigation, the police found that another criminal suspect, Xia, had lived abroad for a long time, and filmed a video of the production of "melt blown cloth" overseas to Huang and others to gain the trust of Huang and others.
After Huang and others got the goods, they received multiple requests from the manufacturer to return the goods in actual sales.
After requesting Xia's refund to no avail, Huang continued to sell the batch of fake "melt blown cloth" in order to make up for the loss.
After the incident, the police handling the case repeatedly contacted Xia who was overseas and actively carried out the work of persuading him to return. However, Xia had a bad attitude and refused to cooperate and refused to return to China for investigation.
The Xuzhou Public Security Bureau quickly reported this situation to the higher-level departments, and carried out international cooperation through Interpol, and listed Xia as a "red-pass officer" for arrest.
Currently, Xia has been captured by the Belarusian police.
It is reported that the Economic Investigation Detachment of the Xuzhou Public Security Bureau and the Gulou Public Security Sub-bureau will organize the police to go to Belarus to extradite the suspect Xia back to China in the near future. Related work is in progress.
