The "District of Columbia" is like a square, about a third of which was cut off with scissors, sandwiched between the states of Virginia (in the west) and Maryland (in the east).
The people in DC elect their mayor - but they don't send senators to the Capitol, even though this building is clearly visible in the middle of their city.
