On December 23, the Central Commission for Discipline Inspection and the State Supervision Commission publicly notified six typical cases of accountability.

Among them, the first case was Yang Tianyue, Secretary of the Party Leadership Group and Director of the Harbin Medical Security Bureau, Heilongjiang Province, Yang Lin, Director of the Municipal Medical Insurance Center, and Zhou Changhe, Member of the Standing Committee of the Daoli District Committee and Deputy District Mayor. Inadequate integration has caused the masses to be held accountable for the difficulties in handling medical insurance.

Before 5 o'clock on August 18, the number of people who came to Daoli District Human Resources and Social Security Service Center for medical insurance services and waited in line reached 60 people in the rain.

This accountability was caused by a Harbin citizen's message on the local "I speak to the Secretary and Governor" netizen's suggestion platform in August this year-

"I want to do medical insurance business, but the Human Resources and Social Security Service Center of Daoli District, Harbin sends 60 numbers every day for medical insurance business. There are a lot of people doing business. Everyone queues up overnight. Basically, at four or five o'clock in the morning. There are 60 people in the queue. It is too difficult for the people to do things. What is even more annoying is that there are agents who do not arrange numbers, and they can do it with money. This is too unreasonable. Isn't it no one?"

On September 10, the Heilongjiang Provincial Commission for Discipline Inspection and Supervisory Committee notified the WeChat public account that the Harbin Municipal Commission for Discipline Inspection and Supervision acted swiftly, dug in depth, and seriously held accountable 13 persons responsible.

In the context of the continuous optimization and reform of government services in various regions, what makes the policy of decentralization, management and service blocked here?

1 The implementation of the "decentralization, management and service" reform decision-making deployment is not effective, and 21 of the 75 non-secret medical insurance services still have not been processed online

"Decentralization, decentralization, and decentralization" is the abbreviation for streamlining administration and delegating power, combining delegating management and optimizing services.

Since May 12, 2015, the State Council held a national video conference on promoting streamlining of administration, delegating powers and combining functions, and first proposed the concept of "delegation, administration and service" reform. This reform has gone through five years.

Since 2016, Harbin City has started to promote online medical insurance in accordance with the reform requirements of "Delegation, Management, and Service".

According to the website of the people’s government of the city, on March 26, 2020, the Harbin Medical Security Bureau held the 2020 medical security system work conference, and proposed “promote the construction of informatization to realize the whole process of medical security business, designated medical institutions, and insured people. Through supervision and service."

The work conference of the previous year made it clear that by the end of the year, the goal of 96.7% of online service items and 100% of online service items could be inquired.

However, the survey showed that among the 83 business modules in charge of the Harbin Medical Security Bureau and the Medical Insurance Center, with the exception of 8 that could not be processed online due to confidentiality and other reasons, 21 were still not processed online when the media was exposed in August.

Among them, 11 businesses such as the verification of personal debts of people transferred from other places were implemented slowly and were only processed online on September 2; 10 businesses such as individual refunds and individual surrenders were not available online due to backward technology and slow upgrades. Go through.

"The reform of'decentralization, regulation and service' is not abandoning government responsibilities, but requires the government to clarify its responsibilities, combine decentralization, optimize services, and assume the responsibilities that it should bear." Zhuang Deshui, deputy director of Peking University Public Policy Research Center and Integrity Construction Research Center It is believed that the Harbin Medical Security Bureau and the Medical Insurance Center have not fulfilled their supervisory responsibilities in advancing reforms, resulting in lack of supervision, lack of guidance, and failure to optimize services, resulting in low business processing efficiency.

The reform measures of the higher-level units have been slow to advance, and how are the measures already implemented in the "last mile"?

On June 22 this year, the Daoli District Government received the "Notice of the Harbin Municipal People's Government on the Decentralization of the First Batch of Decentralization of 476 Powers" and requested the District Human Resources and Social Security Bureau and other units to undertake the work.

The Daoli District Human Resources and Social Security Bureau and the Medical Insurance Center failed to take effective measures to undertake the 45 medical insurance services undertaken and were insufficiently prepared.

Except for the higher-level training, the District Human Resources and Social Security Bureau did not organize any training, resulting in unskilled operation of the staff and low handling efficiency.

The pressure transmission of the “delegation, control, and service” reform has been declining, resulting in the failure of the Party Central Committee’s major decision-making and deployment to be communicated to the “end”. The grassroots units are not active or proactive in their implementation. A series of negligence of duty has caused the people to fail to enjoy the reform belt. The bonus comes.

"The above-mentioned units have serious formalism and bureaucratic problems in the promotion of the reform of decentralization, regulation and service. They have neither seriously studied policies tailored to local conditions, nor have they solved the actual difficulties of the masses, so that the Party Central Committee’s decision-making and deployment have been implemented at the grassroots level. Out of shape. Such problems not only infringe on the interests of the masses, but also affect the masses' trust in the party and the government." said Song Wei, director of the Center for Integrity Research of University of Science and Technology Beijing.

On October 19, Daoli District People's Livelihood Service Center, a comprehensive service platform integrating medical insurance, endowment insurance, and unemployment insurance, was put into use.

The center has opened 32 handling windows, receiving more than 2,000 people on average every day, and providing uninterrupted services at lunchtime to improve the satisfaction of the people.

2 After the decentralization of city-level affairs, the relevant units acted as shopkeepers, and there was a problem of loss of control after the release, and the problem of being released once.

The "decentralization" power is in place, and the "management" power must also keep up.

In some places, the power has moved down, but the following is not well received. If the supervision fails to keep up in time, problems will easily occur.

The report pointed out that after the decentralization of municipal powers, the Harbin Medical Security Bureau and the Medical Insurance Center were ineffective in supervising and guiding the medical insurance business in Daoli District, and the business training was not in place. After discovering the shortage of medical insurance windows and staff shortage in the district, effective measures were not taken. To solve the problem, it did not coordinate with the district party committee and the district government in time, and there were problems such as loss of management after release, and after release.

“The Daoli District People’s Government is only satisfied with formal implementation, and lacks substantive performance of responsibilities. It believes that it can be'one piece of paper' after receiving a notice. Challenges lack ideological understanding and work preparation." Zhuang Deshui said.

The investigation found that in June this year, the Municipal Medical Insurance Center did not take effective publicity measures to divert people who are accustomed to handling business at the window after the decentralization of powers at the municipal level. As a result, the people are not familiar with the policy and still go to the window to handle online business; In place, it failed to detect and supervise the problem of people queuing up all night to do things in a timely manner, causing serious adverse effects.

In this regard, Yang Lin, director of the Municipal Medical Insurance Center, bears direct responsibility, and Yang Tianyue, director of the Municipal Medical Security Bureau, bears major leadership responsibilities.

The Daoli District People's Government, which performs its leadership responsibilities, also has an unshirkable responsibility.

In this case, the Daoli District People’s Government received a notice from the municipal government regarding the decentralization of affairs, and it failed to organize and lead. It did not conduct in-depth study and deployment of the district Human Resources and Social Security Bureau and the Medical Insurance Center’s undertaking of municipal decentralization, and simply requested the District Human Resources and Social Affairs Bureau, etc. The unit did a good job of undertaking, and did not follow up on the results.

Zhou Changhe, deputy head of the Daoli District People's Government, was also held accountable for this.

Song Wei told reporters that the main problem with the Daoli District People’s Government is that, on the one hand, it has not carried out effective research and deployment on the reform of decentralization, which has led to the inadequate understanding and implementation of policies at the lower levels. The bureau failed to carry out effective supervision and rectification in a timely manner after relevant problems had occurred, which caused the people to become more dissatisfied.

3 The masses lined up all night for medical insurance, and the staff of the district medical insurance center colluded with the intermediary inside and outside to seek personal gain through the agency

On August 24, a feature film of "It's difficult to arrange medical insurance numbers and collect money can help you quickly settle it" was broadcast in the media. In the video, the masses need to go to the Human Resources and Social Security Service Center of Daoli District, Harbin City overnight Line up for business.

"I've been here several times. I couldn't make it at 5 or 6 o'clock before. Today, I went out. I came out after 2 o'clock in the morning." A Harbin citizen said to the camera.

What kind of processing process is it like? People need to queue up overnight?

The report shows that in August this year, the Daoli District Medical Insurance Center in Harbin City resumed on-site work after the epidemic prevention and control became normal. It did not consider the fact that a large number of businesses accumulated during the epidemic and the demand for medical insurance surged by the masses. It can handle 120 medical insurance appointment numbers per day. The decision to issue 60 numbers per day without careful calculations made it difficult for the masses to handle medical insurance matters.

In the feature film exposed by the media, the medical insurance business is hard to find, but there is a market for business agency.

Someone directly held the "Social Security Agency" sign to sway the market.

On the one hand, the charge d'affaires blatantly solicited business outside the door, but no one stopped it; on the other hand, the people who worked in the rain stayed up all night and queued, but the number one was hard to find.

The investigation found that the Daoli District Medical Insurance Center did not promptly and effectively publicize and publicize the online business; individual staff colluded with intermediaries internally and externally, received benefits for personal gain; accepted entrusted relatives and friends to cut in line to handle business.

In July this year, the staff of Harbin Yuedong Business Information Consulting Co., Ltd. hired social workers to solicit agency services at the gate of the district medical insurance center, and the district medical insurance center staff helped to handle it.

From August 3 to 24, Zhang Xuedong, a staff member of the District Medical Insurance Center, jumped in to handle 101 medical insurance services in violation of regulations (times), and received a total of 6,325 yuan in benefits; Jiang Hai, the person in charge of the District Medical Insurance Center and 5 staff members, violated the regulations for relatives and friends to jump in the queue 13 cases (times) of medical insurance services were handled.

"The root of the problem lies in the serious formalism and bureaucratic inertia of a small number of grassroots leading cadres, disregarding the interests of the masses, and even the negative psychology of'it's nothing to do with oneself.'" Song Wei said.

Faced with this thorny issue, it is not that the masses have not reported it to the higher authorities.

Since May, Harbin’s “Mayor’s Hotline” has received a total of 82 (times) issues that reported difficulties in making appointments for medical insurance in Daoli District, queuing for numbers in the early morning, unavailable consultation calls, and "scalper" inverted numbers.

The Daoli District Medical Insurance Center is affiliated to the Daoli District Human Resources and Social Security Bureau. Questions raised by the citizens are handled by the Daoli District Letters and Calls Office (the "Mayor’s Hotline" handling department) to the Daoli District Human Resources and Social Security Bureau, but Daoli District Human Resources and Social Affairs Bureau only arranges the medical insurance center to work on duty The staff responded to the complainant by telephone, and after reporting the problem briefly to the leader of the branch management bureau, they responded to the "mayor's hotline", which caused the problem to remain unresolved for a long time.

Zhuang Deshui believes that this shows that the relevant units and departments "do not act as officials," proceeding from the interests of the units and departments, and are unwilling to reform their own power and interests, making it difficult to implement the reform policies of the central government.

The Heilongjiang Provincial Commission for Discipline Inspection and Supervision on this issue pointed out that the district medical insurance center's ineffective, bureaucratic, and simplified handling of the surge in business volume, as well as ineffective education and supervision, resulted in staff colluding with black intermediaries and illegal agency issues; Bureaucracy, ignorance of the interests of the masses, ineffective handling of letters and visits, and insufficient attention to issues transferred from the "mayor's hotline" and failure to actively handle them.

Therefore, Yang Tianyue, director of the Harbin Medical Insurance Bureau, was given a warning within the party, and Zhang Lei, the director of the District Human Resources and Social Security Bureau, was given sanctions of removal from the party and government affairs, and was demoted to a fourth-level investigator.

"This time the accountability plan is precise, and the current formalism and bureaucracy are the crux of the problem. It will not only hold the relevant units and departments accountable, but also the main responsible person. This shows that those who do not act in the face of major reforms are all Should be held accountable accordingly." Zhuang Deshui said.

4 Face the problem, learn from the case, carry out a major rectification of work style construction, grasp the key link of "online management", and open up the "last mile" of public service

On September 8, Harbin City held a special warning education meeting on deepening work style rectification. At the meeting, a case in Daoli District was broadcast, and the public was notified of the investigation and handling of difficult problems.

"This incident reflects that we have not been able to really dive down to discover and understand the various dilemmas faced by the insured masses, fail to put ourselves in the hands of the masses and regard what the masses want and need as our own affairs, and fail to truly put the people first. The specific implementation is in-depth in the work." Yang Tianyue said in reflection at the warning education meeting.

Wang Zhaoli, member of the Standing Committee of the Heilongjiang Provincial Party Committee and Secretary of the Harbin Municipal Party Committee, emphasized at the meeting that the city’s party and government organs and cadres at all levels must continuously strengthen their sense of purpose, strengthen their responsibility, use cases as a mirror, use cases to promote reforms, and comprehensively deepen "delegation, management, and service." Reform, deepen the rectification of work style, and open up the "last mile" of serving the masses.

Prior to this, the Harbin Medical Insurance Bureau organized a special warning education meeting.

In order to solve the problem of inadequate implementation of the reform and deployment of "decentralization, management and service", the Municipal Medical Insurance Bureau once again sorted out the various processes and links in the operation of the medical insurance information system, carried out process reengineering, comprehensively improved the efficiency of online handling services, further cancelled relevant certification procedures, and optimized the integrated machine Handling procedures and business network office functions.

After rectification, on September 1, Daoli District Medical Insurance Center handled 198 cases (times) that day.

In order to make up for the shortcomings of the district medical insurance center in undertaking decentralized matters, at present, the Harbin Medical Insurance Bureau assigns a special person to be stationed in the district to "hand-in-hand" guide services, keep abreast of the district-level personnel and window deployment, timely conduct training, and coordinate the district-level The Human Resources and Social Security Department provides support and guarantee for business guidance, finds blocking and difficult problems, promptly clears them, and reports to the district-level related departments to coordinate and solve them.

At the district government level, a style rectification work covering all agencies and units and reaching into the tentacles of all services is underway.

On August 29, Daoli District held an expanded meeting of the Standing Committee of the District Committee and a special warning education meeting. At the meeting, an exposure warning education film was broadcast. Leaders of various districts made special speeches at the meeting, in-depth reflection, investigation, and practical implementation of responsibilities and rectification issues .

Subsequently, more than 70 units in the district organized agencies and subordinate units and departments to hold a warning education meeting and style construction discussion meeting for all members to participate. 148 committees, offices, bureaus, streets, towns, communities, hospitals, stations, institutes, teams, etc. All units and departments organized to watch the problem exposure warning education feature film, investigate the problem and carry out rectification.

Starting in September, Daoli District has carried out a three-month work style construction, rectification and improvement action throughout the district, focusing on addressing the lack of awareness of purpose, free and loose work discipline, unfamiliar business, poor ability, abuse of power for personal gain, and prevarication. There are seven problems, including failure to supervise leading cadres, and incomplete work systems.

"In response to the prominent problems reported by the masses in this incident, we will start from the most dissatisfied problems and the most beneficial things for the masses, and promote the rectification and optimization of the business environment with the spirit of self-revolution, so that enterprises and the masses can see Significant changes.” said Dong Jiwen, deputy secretary of the Daoli District Committee and District Mayor.
