In 2020, the results of inspections on government websites and new government media will be released; government information "viewing on the palm" has become the norm

Government websites clear "zombies" and "fingertips" increase

The 2020 national government websites and new government media inspection results were released on December 16. 18 local government portals including Guangdong, Beijing, Maoming, Miyun and 4 ministries and commissions including the Development and Reform Commission and the Ministry of Water Resources scored more than 100; Ministry of Civil Affairs, Ministry of Housing and Urban-Rural Development Other 13 departments and local government websites and new government media are “unqualified” in their supervision work.

Last year, the Secretariat of the General Office of the State Council issued inspection indicators for government websites and new government media, and annual assessment indicators for supervision work. It placed higher expectations on the release and interpretation, service, interactive communication, and functional design of government websites and new government media across the country.

Nowadays, the “hand-held viewing” of government information has become the norm, and there are more and more things that can be “run at your fingertips”. The intensification of government websites is piloted to build a “24-hour non-closing online government”.

The Information Disclosure Office of the State Council pointed out that the level of use of government websites and new government media in some localities and departments needs to be improved. For example, the content protection mechanism of individual government websites and new government media needs to be improved. Some local and departmental policy interpretations are not well-targeted. And departmental supervision responsibilities have yet to be implemented.

More than 60% of the localities and nearly 40% of the State Council departments have not urged the government websites of their regions and departments to standardize the publication of annual reports on relevant websites.

Nearly 70,000 government websites have been streamlined

Recently, the travel trajectory of a confirmed case in Chengdu, Sichuan has aroused heated discussions, and his personal privacy has also been leaked, which has been questioned by netizens.

Since the outbreak of the new crown pneumonia, this type of situation has appeared in many areas.

In response, the relevant person in charge of the Information Disclosure Office of the State Council stated that the issue of personal privacy leakage was related to the irregularity of the information release process.

The Information Disclosure Office of the State Council will find one case and handle one case of information disclosure on government websites and new government media.

From July to October this year, the Information Disclosure Office of the State Council conducted inspections of the government websites of various departments and new government media and supervision work, and randomly checked 328 government websites. The overall pass rate was 91.8%.

After inquiring into the public basic information database of government websites across the country, as of December 15, the number of government websites in operation nationwide was 14,463.

In March 2015, the Office of the State Council issued a document to organize the first national government website census.

The census report issued in December of the same year showed that a total of 84,094 government websites were opened nationwide.

As serious problems were found in the census, 16,049 websites were shut down and moved up.

In five years, the number of government websites nationwide has been reduced from 84,094 to 14,463, a reduction of 83%, which is basically the same as the original intention of starting the national website census in early 2015.

At that time, the State Council issued a document that the census is to find out the basic situation of government websites across the country and effectively solve the problems of "not timely, inaccurate, non-responsive, and impractical" that the masses reported on some government websites.

The websites found to have problems in the census are urged to rectify them, and those with serious problems will be resolutely shut down to effectively eliminate the phenomenon of “zombies” and “sleeping” on government websites.

In 2015, the pass rate of government websites in Beijing, Shanghai, Zhejiang, Hunan and other places exceeded 95%, and the pass rate of government websites in Shanxi, Liaoning, Heilongjiang, Yunnan, Tibet, Qinghai, Ningxia, Xinjiang and Xinjiang Production and Construction Corps was lower than 85%. %.

During the census period, various regions and departments across the country took rectifications on government websites such as non-updated information, serious errors in content, long-term non-response to consulting letters, and impractical services.

Specifically: the number of blank columns on government websites has dropped from an average of 20 per website before the census to 2.3, a decrease of 88.5%; the number of unupdated columns has dropped from an average of 15 per website to 5.5, a decrease of 63.3%.

The unavailability rate of the homepage of government websites dropped from 12.8% before the census to 3.6%, a decrease of 71.9%; the number of unavailable links per website dropped from an average of 196 to 23.4, a decrease of 88.1%.

The number of serious typos that were frequently exposed before the census was greatly reduced; the number of inaccurate issues such as service forms, material lists, contact numbers, and charging standards decreased from an average of 17 per website to 2.3, a decrease of 86.5%.

After rectification, some grassroots websites across the country are still unqualified, and a few websites have serious problems; some local inspections have gone through formal inspections and the rectification is not thorough; some websites need to be improved in convenience and practicality.

After the State Council raised the evaluation criteria for government websites and new government media last year, this year’s spot check found that the provincial, city, and county three-level government portal websites in Beijing, Tianjin, Shanghai, Jiangsu, Anhui, Guangdong, and Chongqing all reached good.

728 new government media were inspected this year, including 417 new government media opened by local governments and their departments, and 311 new government media opened by State Council departments and their internal institutions, with an overall pass rate of 91.9%.

16 regions including Beijing and Tianjin and 39 departments of the State Council including the Ministry of Foreign Affairs and the Ministry of Education have a 100% pass rate for new government media.

Nowadays, problems such as blank columns, unavailable links, and serious typos on government websites have become very rare occurrences.

"View on the palm" becomes the norm, "Do it at your fingertips" more convenient

During the COVID-19 pandemic, new government media has become the main channel for the public to obtain information.

The Information Disclosure Office of the State Council found that various regions and departments actively used government websites and new government media to publish policies and measures to respond to public concerns, provide convenient services, and build "online government at the fingertips" for enterprises and the public.

During the national "two sessions" this year, government websites and new government affairs media at all levels reposted government work reports and articles related to the "two sessions" for the first time, in-depth interpretation of policies and measures for coordinating and promoting epidemic prevention and control and economic and social development, and released them in half a day About 360,000 related manuscripts.

The Ministry of Human Resources and Social Security produced a series of response interpretations on hot topics such as pensions and unemployment insurance. The new media matrix of the human resources and social security system was jointly released, and the entire network has been read more than 200 million times.

The relevant person in charge of the Information Disclosure Office of the State Council said that the information disclosure of government websites and new government media should focus on public needs, try ways that the masses would like to see, increase the arrival rate, use important social platforms, and deliver government information to relevant people as much as possible.

In September 2016, the State Council issued the "Guiding Opinions on Accelerating the Work of "Internet + Government Services"," which made important deployments for the in-depth promotion of "Internet + Government Services", emphasizing the need to significantly improve the level of intelligence in government services and make government services better. Smart makes it easier, faster, and more efficient for enterprises and the masses to do things.

"Five years ago, I didn't have to talk about the services of government websites, because basically no one used them and no one watched them, but now it's different." The relevant person in charge of the Information Disclosure Office of the State Council introduced.

Now, in Zhejiang Province, the "Zheli Office" mobile client promotes the "one certificate for all applications". Residents only need to submit one piece of material to apply for the 4 items of newborn birth medical certificate, household registration, social insurance, and medical insurance.

The "State Administration of Taxation" WeChat official account introduces the real-time interactive function of the tax service platform, intelligently responds to Internet users' policy inquiries, supports convenient invoicing, and makes tax services at your fingertips.

Since 2019, Beijing has launched the "fingertip action plan."

As of October this year, citizens can handle more than 1,000 matters such as social security, household registration, medical treatment, taxation, etc. on their mobile phones, and swipe their faces on "Beijing Pass" or WeChat, Baidu, and Alipay applets, and can bind 65 types of electronic certificates. , Realizing advance appointment of government service matters and online material submission, making things more convenient.

Online unified standard goal "do not ask for help"

In March of this year, the 16 district government websites in Beijing were revised and the “One Net Check” function was added. You can find information about each district on the Beijing Municipal Government website. You can also select “One Net Check” in the search bar of each district website to find the city. And the content of each district website.

In addition, government websites at all levels in Beijing have also set up barrier-free reading and smart question and answer columns to optimize the effect of the login page on the mobile phone.

According to the relevant person in charge of the Information Disclosure Office of the State Council, the inspection found that 39.5% of local government websites across the country have been moved to the intensive platform operation of the province (autonomous region, municipality), and the problems of “scattering small and weak” and redundant construction of grassroots websites have been preliminary Solved, the pressure on technology and safety operation and maintenance was relieved.

Through the construction of a unified information resource database in 11 pilot areas for the intensiveness of government websites across the country, deepen data integration, service integration, and application integration, build a data base of "24-hour non-closing online government", and vigorously promote policy information "one-network access" and interactive exchanges "One network to answer", "one network to handle" service services, "one network to manage" data resources.

In the pilot areas, Beijing, Hunan Province, Guangdong Province, etc. conducted big data analysis on the information resources of the local government websites, studied and summarized social conditions and public opinions, and quantified the effect of government governance to provide references for scientific decision-making.

Intensive work has effectively improved the content protection and security protection capabilities of government websites, and the standardization and reliability of the website have been significantly enhanced.

It is understood that during this inspection, no unqualified websites were found in the pilot areas.

The response speed of government websites to the problems reported by netizens has also been greatly improved.

The inspection found that 98.0% of government portals opened policy interpretation columns, 63.4% achieved the linkage release of interpretation drafts and related policy documents, 45.1% responded to simple and common inquiries within 5 working days, and 20.3% were able to work in one job Reply within days.

"Many localities and departments use government websites and new government media as important channels for contacting the masses, serving the masses, and accepting supervision by the masses," said the relevant person in charge of the Information Disclosure Office of the State Council.

The government portals of Jiangsu Province, Shandong Province, Hunan Province, and the National Development and Reform Commission integrate the user portals of various interactive service platforms to achieve unified identity authentication.

Government portals such as Jilin Province, Henan Province, and the Ministry of Transport provide online intelligent question-and-answer services, and frequently asked questions are "answered in seconds".

At 4 o'clock on September 24 this year, an anonymous netizen left a message on the website of the government of Miyun District in Beijing, suggesting that small buses from other ports should be restricted in Miyun City for the sake of environmental protection and alleviating congestion.

At 14:00 the next day, the Office of the People’s Government of Miyun District replied, “Thank you for your attention and support to the work of the government. After verification by the District Public Security Bureau, the leaders of the traffic detachment of the Miyun Branch paid great attention to it and held a meeting for research”, stating that it was based on the relevant notice. “The traffic detachment believes that the prohibition of non-local license plate vehicles from driving on the main streets of Miyun City has a wide range of impacts. It is necessary to further seek the opinions of the district government and the general public. The temporary conditions are not yet mature.” At the same time, “the district government leads the relevant functional departments, Take multiple measures, rationally plan the construction of the road network, widen part of the road surface, optimize the traffic organization at intersections and the timing of signal lights, increase roadside parking spaces, open parking lots, etc., and strive to alleviate traffic pressure and parking difficulties in the Chengguan area."

The reply is standard, detailed and sincere and thoughtful.

In this inspection, the total score of the Miyun District Government Portal was between 110-120 points, ranking in the forefront.

"To do well offline, it must be integrated with the online." The relevant person in charge of the Information Disclosure Office of the State Council said that only when all the online is connected can the offline provide unified standards and provide support for specific offline services.

Orderly clean up "formalism at your fingertips"

Among the government portal websites sampled this time, 52.3% had problems such as irregular guidelines and incomplete content. A small number of websites have not yet established channels for listening to public opinions and gathering intelligence. Enterprises and the masses have difficulties in handling affairs and consulting policies online.

At the same time, individual government websites and new government media still have problems such as non-updated information, impractical services, and non-responsive interaction.

For example, there are many blank columns in the “Government of Xishan District of Kunming City” in Yunnan Province, the Weibo of “Zhejiang Highway” in Zhejiang Province has not been updated for 3 years, and the “State Reserve Guangdong” WeChat official account of the State Administration of Grain and Reserve has only been opened since 2017. Six pieces of information have been released, and have nothing to do with job responsibilities. The content of each channel on the mobile client of "Neighborly Yanji" in Yangpu District, Shanghai is blank, and the "National Coal Mine Safety Supervision Bureau" website does not provide entry for approval matters.

In terms of policy interpretation, some local and departmental policy interpretations are not well-targeted, fail to explain to the masses the key points of policy measures and issues of public concern, and fail to play a role in enhancing consensus, winning support, and promoting implementation.

For example, the interpretation draft of the "Zanhuang County People's Government" website in Hebei Province copied and copied documents without substantial interpretation; the websites of "Seda County People's Government" in Sichuan Province and "Tongde County People's Government" in Qinghai Province did not publish any comments on this level. Interpretation of government documents; Hubei Province’s "Zhijiang Municipal People's Government" website has not opened a policy interpretation column, etc.

The biggest difference between this inspection and previous inspections since 2015 is that the supervision and management responsibilities of relevant localities and departments were inspected for the first time.

The inspection found many problems: 62.5% of the localities and 37.8% of the State Council departments did not urge the government websites of their regions and departments to standardize the publication of annual reports on related websites.

Except for Beijing, Tianjin, Anhui Province, Shandong Province, Guizhou Province, and Xinjiang Uygur Autonomous Region, other regions have not included some credit-related websites and newly opened websites after institutional reforms.

Some localities and departments have not strictly implemented government website domain name management regulations, and some departments have not carried out regular supervision as required.

The supervision of government websites and new government media in some departments only stops at solving bottom-line problems such as non-updated content, and does not strictly control inspection indicators to improve service levels.

Some units have problems such as underreporting and misreporting in the investigation of new government media.

In response to the problems discovered in this inspection, the relevant person in charge of the Information Disclosure Office of the State Council proposed that it is necessary to continue to strengthen the management of government websites and new government media, improve the daily supervision system, improve the normalized notification mechanism, and continuously improve the effectiveness of work.

"Content construction is fundamental", the relevant person in charge stated that it is necessary to continue to promote the disclosure of government affairs throughout the process, continue to promote decision-making, execution, management, service, and result disclosure, and strive to achieve the information needed by the people at your fingertips.

Regarding specific work, it is also necessary to respond to social concerns in an all-round way, smooth interactive response channels, and keep abreast of social concerns in a timely manner, so that the masses are called and the government responds; the whole process optimizes government services, and strives to improve government websites and new government media online Work experience, promote the same source of data and the same root of service, realize one-time certification and one-stop operation; strengthen government information management throughout the chain, continue to promote intensive construction, strengthen personal information protection, and promote the overall service of government websites and new government media through information resource sharing Level up.

The relevant person in charge of the Information Disclosure Office of the State Council stated that it will rely on the national government website and the new government media reporting system to establish a comprehensive, accurate, and dynamically updated basic information database.

Strengthen the management mechanism of new media for government affairs, such as the establishment, offline, and cancellation, and orderly clean up and integrate the problems of "zombies" and "empty shells" and other "formalism at the fingertips" that the masses have strongly reflected to effectively reduce the burden on the grassroots.
