[Explanation] Typhoon No. 8 of 2020, "Bavi", made landfall along the coast from eastern Liaoning to western North Korea on the morning of August 27. After landing, it gradually turned to move north to northeast, passing through the three northeastern provinces, and its intensity gradually weakened. On the afternoon of the 27th, the cyclone affected by typhoon "Bavi" has arrived in Heilongjiang Province, and significant rainfall occurred in many cities in the province. 　　The typhoon center is estimated to come around 10 o'clock in the evening, but now its main forward force has reached Harbin. In this way, the current wind can basically be 6 to 7 with the maximum wind force, and the rain is now relatively gentle. After the rain passed, some of its remaining forces were still there. On the 28th and 29th, plus some cold air from high latitudes, there would still be more rainy weather. Now the main reason is that the wind is too strong and the (crop) is prone to lodging.

At the same time, temporary traffic control was implemented in all areas under the jurisdiction of the Harbin section of the Songhua River.
