In the “Neither seen nor known” family, I ask Lille. On Monday, the Abbé-Pierre Foundation is organizing the second "Pics d'Or" ceremony at the Atelier theater in Paris. This satirical award ceremony rewards the worst anti-homeless devices in France.

This year, the second edition of the “Pics d'Or” nominated Lille for its “Arabesque” installed in front of a private residence, rue Solférino. Calais can also claim a prize, in the “Move from there” category, for its municipal decree against the distribution of meals to migrants.

According to the Hauts-de-France agency of the Abbé-Pierre foundation, the region has around 3,000 homeless people, a number that has been increasing over the past decade. "In this way, we are seeing an increase in the number of anti-homeless devices," says Manuel Domergue, director of studies and spokesperson for the foundation.

700 devices denounced throughout France

In addition to the peaks installed at the foot of a building and the music played at night in parking lots, anti-homeless devices can also take the form of administrative measures. This is precisely what the Pics d'Or criticizes the city of Calais, which has been renewing anti-regrouping decrees since 2014, and at the same time, the distribution of food to migrants.

Anti-homeless devices, deemed "inhuman" and "invisibilizing" by the Abbé-Pierre foundation, are listed on the soyonshumains.fr platform, via the contribution of citizens on Twitter or by email. No less than 700 devices throughout France have already been denounced. "A number which is far from exhaustive", according to Manuel Domergue, since no official census is currently available.

"The goal is not to point the finger at such and such an actor, defends the spokesperson for the foundation. I understand the people who are embarrassed by the vision of poverty, but we must regulate this discomfort by finding worthy solutions ”.

Bill of Rights for Homeless People

On the occasion of the European campaign "Poverty is not a crime", on January 13, the Abbé-Pierre Foundation and Feantsa thus co-wrote the Declaration of the Rights of Homeless People. Its goal: "to encourage the establishment, by the public authorities, of strong policies for the housing of homeless people".

For Manuel Domergue, "Emmanuel Macron discredited himself by promising that there would be no more homeless at the end of 2017". If the spokesperson for the Abbé-Pierre foundation recognizes that the five-year Housing First plan "goes in the right direction", he regrets the lack of resources allocated to him and his "very contradictory" character vis-à-vis saw massive budget cuts in the housing sector.
