From the last three decades to this part, Spain has not stopped fulfilling the traditional promise of Alfonso Guerra: that neither the mother who bore her recognize her. And if in general terms the change has been for good, a share of that responsibility corresponds to THE WORLD. Not only because of the exclusives that those who abuse power are so afraid of. Also our editorial line, committed to the deployment of constitutional values ​​- freedom, equality, justice - has contributed to the programs of the proposed parties that were incorporated into the improvement of our democracy. There go another 30. So that a Spaniard from 2049 can look back and see that progress did not stop.

1. Reform of the electoral law

The electoral law gives all power to the domes of the parties and damages the representativeness. A constitutional reform should modify the system so that a part of the deputies are directly elected by citizens in uninominal districts within one turn. The remaining ones would be distributed among lists drawn up by the parties according to the principle of proportionality of the D'Hondt rule.

2. Resize nationalism

Our system systematically benefits nationalist parties with an agenda that is no longer particular but an enemy of unity and solidarity. The constituent thought that involving them in the game of governance would gain their loyalty, but it has not been so. Their commitment must be demanded beforehand and their representation resized following the German model to avoid that they condition the national policy.

3. Depoliticize Justice

Parliament will reform the Organic Law of the Judiciary so that judges and magistrates can directly and with open lists elect their 12 representatives. Any judge with more than five years of exercise may be presented to the elections with the endorsement of 40 signatures of his companions. The eight members elected by Congress and the Senate will automatically cease at the end of their term. This would help to clear up suspicions about the appointment policy.

4. Closure of powers

The constitutional reform must clearly establish the powers of the Government of the nation and those of the autonomies. And end the assignments in exchange for governance. The Government must maintain Defense, Foreign Affairs and Justice, with a single body of judges and prosecutors. But it must also recover or provide attributions in matters of education and correctional institutions.

5. Educational State Pact

It is urgent to reach a state pact for education reform. The communities will be able to manage it by delegation and always subject to a national inspection, which must set the curricula, control the contents with sanctioning capacity and establish the conditions for access to teachers, enhancing their qualification and meritocracy. The education system will recognize the right to schooling in the official language chosen by parents in bilingual communities.

6. Autonomous financing

A new single financing system for all communities that takes into account factors such as population, extension, insularity and income levels. Repeal of articles of the Statutes that impose bilateral financing or investment conditions. Regional solidarity must be maintained and the sustainability of social services guaranteed. The quota enjoyed by the Basque Country and Navarra, recognized in the Constitution, should be reviewed with criteria of greater equity and transparency.

7. Sustainability of pensions

The Government will promote a pension reform to achieve greater proportionality between what each beneficiary has contributed and the amount of the benefit. The delay in the retirement age must be addressed with reasonable exceptions. The State will be responsible for the deficit of the system through an annual contribution in the Budgets. The rise in pensions cannot be separated from growth.

8. Balance in spending

The weight of the public sector on GDP should not exceed 40%. Public services must undergo a restructuring to avoid duplication and achieve economies of scale. The financing of these services should be increased below the growth of the economy through more efficient management. And the selective copayment should not be ruled out as a deterrent to rationalize demand.

9. Against depopulation

The opposition between urban center and rural periphery is already one of the fundamental divisions of Western politics. The demographic winter and the lack of incentives for life in the so-called empty Spain seriously damage social cohesion and violate the promise of constitutional equality. It is urgent to draw an ambitious program through a state pact against depopulation.

10. A useful Senate

The Senate will be the Chamber of territorial representation of the State with legislative powers. As the current Chamber of second reading and refuge of marginalized politicians makes no sense. We propose the German model, with an election procedure through autonomous districts. The number of representatives would increase depending on the population.

11. Single health card

All Spaniards will have a health card issued by the Ministry of Health, valid for the entire national territory. There may not be any discrimination in primary care and treatment depending on the patient's residence. The single card will facilitate the control of the patient's digital history, which will be accessible to authorized medical personnel through a state database.

12. Exemplarity in the lists

The presumption of innocence is a fundamental right but does not operate in politics: citizens should not be forced to opt for people under suspicion. Any candidate prosecuted or in the process of opening an oral trial shall be excluded from the lists. Simple imputation is not enough, which is sometimes arbitrary or unjustified at the request of the interested party. If there is a file, full rehabilitation should be encouraged.

13. Emission reduction

More incentives for an energy saving policy and reduction of oil dependence. All parties are concerned with the commitment to cut carbon dioxide emissions according to the objectives set by the European Union and eliminate subsidies that contribute to the use of pollutants. The public authorities will favor the implementation of the electric car and renewable energy.

14. Birth and conciliation

The promotion of birth should pivot on the labor integration of women, the involvement of the two parents in the care of children and assistance to families. It is necessary to promote maternity and paternity leave, encourage companies that make schedules more flexible in favor of conciliation and strengthen the supply of nurseries. Progressive tax relief will be incorporated depending on the number of children and aid for large and single-parent families.

15. Orderly immigration

Public discourse on immigration must flee both xenophobic alarmism and unrealistic goodism. Spain has the right to protect its borders, but due to its geostrategic position, it must promote a responsible and unitary European policy, while seeking mutual cooperation agreements with Morocco. Orderly immigration is an economic, labor and social necessity.

16. Equality in the succession of the Crown

Government and opposition will amend article 57.1 of the Constitution on inheritance rights. The prevalence of men over women will be eliminated, effectively applying the equal rights established in our system. There is no question in this modification of any questioning about the monarchical institution, which has proven its service to the unity and historical continuity of the nation.

17. Hearings against damage

Candidates to be part of the Constitutional Court and the CGPJ and those who are elected to governor of the Bank of Spain, Presidency of the Court of Accounts, CNMV, RTVE or regulatory bodies must submit to the examination of a commission of the Congress, with representatives of all parties in proportion to their presence in the House, which would secretly vote on their suitability.

18. Meritocracy in the public service

Although the ordinary procedure to enter the Public Administrations is the contest, in practice the norm has been perverted in favor of hiring by free designation, which allows finger access to managerial positions. This causes a deterioration in the professional level of the Administration and should be limited by law, minimizing the margin of discretion in appointments.

19. Limit decrees

Article 86 of the Constitution establishes that the decree law is reserved for cases of "extraordinary and urgent need." And those assumptions cannot be interpreted by the Executive. Parliament will carry out a legal reform to limit the abusive use made by successive governments of the decree. It is justified by assessed cases that affect collective security, national defense or emergency situations.

20. Public transparency

The Transparency Law, passed in 2013, has two important limitations. The first is that it interprets access to information not as a citizen right but as a funny concession. The second is that it establishes broad qualifications to avoid the duty to inform. This is a delay. Spaniards have the right to request all data handled by the Administration, with few exceptions.

21. More power for the Court of Auditors

The Court of Auditors must be a jurisdictional body, composed of career judges and sanctioning powers. Its 12 members will be appointed by the CGPJ through a merit contest. New legislation must force parties and unions to provide the Court with comprehensive information on their income and expenses, including their foundations and companies.

22. Promote free trade

The Government will remove obstacles to promote free competition in economic activity. Specifically, it will promote the freedom of business hours, facilitate the creation of companies, eliminate the obstacles that fragment the market unit and regulate regulations that guarantee access to the supply of services throughout the national territory, eliminating autonomous barriers.

23. Hard penalties for disobedience

Parliament will redefine the typification of article 410 of the Criminal Code regarding the disobedience of officials to court decisions and the provisions of the authorities. The punishment must be proportional to the hierarchy of those who disobey and the court whose sentence is ignored. In severe cases, he will be punished with jail terms of up to four years and disqualification from public office of up to 12 years.

24. The Prosecutor appoints the Congress

The Public Ministry defends all Spaniards and can never be an obedient instance to the political interest of the ruling party. The State Attorney General will be elected by Congress by a three-fifths majority at the proposal of the Government and after a reasoned and non-binding report from the Fiscal Council. He will exercise a single and non-extendable term of five years.

25. Soil control and liberalization

The Government must recover skills in urban planning. We propose a liberalization of the land to avoid the administrative plots that now exist and that generate corruption by allowing municipalities and communities to decide arbitrarily whether a land is developable. The law should include exceptions such as the conservation of the environment or artistic heritage.

26. Revitalize the Congress

It is urgent to restore Parliament's autonomy and restore vitality as the center of the country's political debate. This includes measures so that the opposition has effective instruments to control the Government, the speeding up of appearances, the possibility of spontaneous intervention of the deputies in the sessions and the unlocking of the initiatives.

27. Humanities and English

The Ministry of Education will promote the recovery of the Humanities, expanding the study in the compulsory education phase of Latin, literature, history, art and philosophy, which today are marginal in our educational system. Likewise, full English learning will be incorporated into basic education to ensure that students can use this language fluently at the end of their cycle.

28. Independent public television

We must move towards an independent and quality model in public television, both in RTVE and regional ones, which must resize its cost and attend to pluralism, aggressively violated in media such as TV3. The editorial line will not vary depending on the party that accesses power, but will assume its function of public service. Its boards of directors must be appointed by competition and by professionalism criteria.

29. More social networks

Social networks are becoming more and more relevant as public opinion forums, but they often become dumps for bulls and focus of inquisitorial campaigns. The courts must continue to set jurisprudence for crimes against honor, establishing proportional penalties. And the public authorities must promote regulations of European scope to force the technology giants to be accountable for their responsibility.

30. The heritage of the Hispanic sphere

Spain must definitely shake its complexes in the international projection of its image, its language and its culture. The fight against the black legend, which today regrets particularly in America on the back of indigenous populism, must also be assumed by the Spanish left.
