Sewage from public facility toilets has been flowing into a nearby river for over 35 years in Kawasaki. The city has confirmed that the piping was incorrectly connected, has taken temporary measures, and plans to replace the piping in the future.

However, the river's water quality has not exceeded standards so far, and no health hazards have been confirmed. The cause of the cloudy river water is believed to be paint from a nearby city facility for children and the elderly, which painted the exterior walls white, and was originally supposed to flow into the sewer.
