Police are investigating the possibility that the three had discussed the incident in advance and had planned to steal the money. A 14-year-old girl and a 15- year-old boy, both junior high school students living in Osaka Prefecture, threatened a university student living in Kusatsu City, Shiga Prefecture to steal money.
