Oto Horiuchi, 21, an unemployed man from Hamamatsu City, and an 18-year-old Philippine national are suspected of drowning Saito Ugawa (17), a second-year high school student. The two were arrested on suspicion of bodily harm and confinement for assaulting Mr.
Saito. Police believe there was some kind of trouble at a friend's house where Saito was visiting on the day of the incident, and police are investigating the circumstances of the event.
