Atsugi, Kanagawa Prefecture and facility apologize for mistreatment of users at prefectural facility for people with disabilities. A staff member swung a spoon down while assisting a user with a meal, causing an injury to the user's forehead.
In November of last year, a male user was assaulted and seriously injured, resulting in a cracked leg bone. Another employee was arrested in connection with the incident. The local government that received the report determined that these acts amounted to abuse, and requested that the facility submit measures to prevent it from happening again.
