José Lladó Fernández-Urrutia, born in Madrid in 1934, was founding president and main shareholder of the Spanish multinational engineering and infrastructure company Técnicas Reunidas. He was Minister of Commerce between 1976 and 1977 and later of Transport and Communications, in both cases under the presidency of Adolfo Suárez.

Between 1978 and 1982 he was Spanish ambassador in Washington. Doctor in Chemical Sciences, he was an honorary member of the American Chemical Society.
