Shanghai's preferential electricity price policies are not implemented in place and time-limited rectification

According to the unified arrangement, starting from October 13, 14 inspection teams will go to 14 provinces (autonomous regions and municipalities) including Beijing, Hebei, and Heilongjiang, and the Xinjiang Production and Construction Corps to conduct field inspections.

  According to clues and unannounced inspections, the inspection team found that many communication base stations and computer rooms distributed in various districts in Shanghai are powered by the main power supply, including some commercial complexes, office buildings, farmer's markets, and industrial parks.

In terms of direct power supply, that is, we directly purchase electricity from the State Grid. The 5% price reduction has been implemented well.

However, in the transfer of power supply, the owner will not take the initiative to lower the price for you, so the preferential policy of this country will not be passed on to our end users.

  The inspection team made unannounced visits to several wholesale markets and industrial parks with communication base stations, and found that there are indeed property companies or owners who are still collecting electricity fees according to last year's electricity price standards, and they have not reduced the price by 5% according to the national preferential policy this year.

When visiting commercial complexes, it was even found that the country's dividends of reducing general industrial and commercial electricity prices by an average of 10% in 2018 and 2019 were also trapped by property companies or owners.

  In response to the problems found, the inspection team promoted the Shanghai Municipal Market Supervision Bureau, the Development and Reform Commission, the Commission of Commerce, the Electric Power Company and other 7 responsible departments and participating units to conduct special discussions, and drafted the "Regarding the transmission of the national preferential policy for reducing industrial and commercial electricity prices within a limited time. The “Notice of the End User” specifies the obligations and penalties of the transfer power supply entities to implement the national electricity price preferential policies.

  Song Jianxiong, a member of the fourth inspection team of the seventh major inspection of the State Council: Through the power company, the notice will be sent to every power supply entity to clearly inform him of the policy dividend.

It needs to be transmitted to his terminal merchants, and within a month, the transmission situation, the name, person in charge, contact person, telephone number and specific amount of each terminal merchant sent to the local supervisory department shall be reported to the local supervisory department within one month.

The territorial supervisory department will work with the power company to sort out these data, conduct calculations and evaluations, and form a closed loop of policy implementation to facilitate subsequent sampling supervision.

  Zhao Hong, deputy director of the marketing department of the State Grid Shanghai Electric Power Company: We will distribute all the notices to the main customers of the city's power supply within one week according to the requirements of the notice.

In future electricity bills, we will also display the country’s 5% discount on electricity prices this year in a prominent position on the positive side. At the same time, we will also display the discount amount on our electricity bills, so that customers who transfer power supply can timely transmit the dividends of this year’s electricity price policy. To our tenants and shops.

  The "Notice" emphasizes that the Shanghai Municipal Market Supervision Bureau will conduct open and unannounced visits and clue verification after the time-limited transmission period.

The power supply entities that have been put in place will be commended and rewarded with the Shanghai Development and Reform Commission and the power company through optimizing credit supervision, publicity and reporting.

If there are problems, they will be investigated and exposed in strict accordance with laws and regulations, put on the blacklist of credit supervision, and imposed a fine of less than five times the illegally collected fees.
