The consultation draft pointed out that, on the premise of ensuring transportation safety, the use of autonomous vehicles in closed bus rapid transit systems and other scenarios is encouraged to engage in urban bus (electric) vehicle passenger transport operations, and in scenarios with simple traffic conditions and relatively controllable conditions. Self-driving cars are engaged in taxi passenger transportation operations, and self-driving cars are used in road general cargo transportation in scenarios such as point-to-point trunk road transportation and relatively closed roads.
Use autonomous vehicles prudently in road passenger transport operations.
The use of autonomous vehicles to engage in the operation of road transport of dangerous goods is prohibited.
Among them, it is proposed to put forward requirements for vehicles, personnel, etc.
In terms of vehicle requirements, self-driving vehicles engaged in transportation operations shall comply with the relevant safety technical standards of the state and the transportation industry, go through motor vehicle registration in accordance with the law, and obtain motor vehicle license plates and motor vehicle driving licenses.
Self-driving cars engaged in taxi passenger transportation, road general cargo transportation, and road passenger transportation operations shall also obtain the corresponding "Online Taxi Transportation Certificate" or "Road Transportation Certificate" in accordance with the law.
Autonomous vehicles engaged in urban bus (electric) passenger transportation shall also meet the relevant operational qualification requirements of the state and local city people's governments.
Autonomous vehicles engaged in transportation operations shall be insured with compulsory motor vehicle traffic accident liability insurance, safety production liability insurance, and third-party motor vehicle liability insurance with an insurance amount of not less than 5 million yuan.
Self-driving cars engaged in road passenger transportation and online booking of taxis for passenger transportation shall also insure carrier liability insurance in accordance with relevant state regulations.
In terms of personnel requirements, conditionally autonomous and highly autonomous vehicles engaged in transportation operations shall be equipped with drivers, and fully autonomous vehicles engaged in transportation operations shall be equipped with remote drivers or safety officers.
Drivers and safety officers shall pass the training and assessment organized by the transportation operator, master the instructions for the use of autonomous vehicles, be familiar with the risks of autonomous vehicle operation routes, and have the ability to deal with emergencies in emergency situations.
The driver shall also meet the regulations and requirements for the management of practitioners in the transportation field, and obtain the corresponding qualification certificate.
In addition, the draft for comments proposes that, when formulating a transportation safety guarantee plan, transportation operators should make it clear that the operating routes of autonomous vehicles should be kept away from schools, hospitals, large supermarkets and other crowded places; Stop using self-driving vehicles for transportation operations.
Autonomous vehicles engaged in transportation operations shall have the functions of recording, storing, and transmitting vehicle operation status, and transmit relevant information to transportation operators and local transportation authorities in a timely manner.
In the event of an accident or failure of the autopilot function, automatically record and store operating status information from at least 90 seconds before the accident to at least 30 seconds after the accident.
The operating status information includes at least: basic vehicle information, control mode changes, received remote control commands, operating status, human-computer interaction, and images inside and outside the vehicle.
