According to the website of the Ministry of Human Resources and Social Security, the Ministry of Human Resources and Social Security, the Ministry of Industry and Information Technology, and the State-owned Assets Supervision and Administration Commission of the State Council jointly issued the "Implementation Plan for the Manufacturing Skills Foundation Project", specifying six key tasks. Guide all localities to speed up the cultivation of high-quality skilled personnel urgently needed for the high-quality development of the manufacturing industry.

  The "Plan" proposes that from 2022 to 2025, focus on the key fields of manufacturing, establish a national skills foundation engineering training base, increase government subsidies and training support for urgently-needed occupations, promote the evaluation of skilled personnel training, and optimize the use of the development environment and incentives. Supported by the supporting mechanism, we will build a team of manufacturing skilled personnel with sufficient quantity, reasonable structure, high quality and full of vitality.

  The "Program" clearly defines six key tasks, including:

  1. Select and build a national skills foundation engineering training base, focus on training high-skilled talents, especially technicians, senior technicians, super technicians, and chief technicians, and promote manufacturing technology iteration and quality upgrade.

  2. Formulate a catalog of government-subsidized vocational skills training in the manufacturing industry, highlight the orientation of "high-end, high-end and high-end shortage", and appropriately raise the subsidy standard.

  3. Fully implement the new apprenticeship system for enterprises with Chinese characteristics in manufacturing enterprises, and cultivate new apprenticeships of high-quality enterprises by means of famous teachers leading apprentices, pairing masters and apprentices, and establishing skill master studios.

  4. Strengthen the selection, evaluation and appointment of high-skilled leading talents in the manufacturing industry, promote all qualified manufacturing enterprises above designated size to be included in the catalogue of training and evaluation institutions, and give priority support to the appointment, selection and commendation of high-skilled leading talents.

  5. Comprehensively promote the training mode of manufacturing engineering-integrated skilled personnel, vigorously build emerging majors and high-quality majors required by advanced manufacturing industries and other industries, develop high-quality teaching resource packages, and strengthen the construction of integrated teaching materials and training resources.

  6. Vigorously carry out vocational skills competitions for manufacturing brands, focusing on occupational types in key fields such as artificial intelligence, industrial robots, machinery manufacturing, and new energy vehicles, and promote more outstanding and high-skilled talents to stand out.
