However, he cannot do this alone, after all, the federal states control the infrastructure, which, thanks to excessive bureaucracy, is only growing at a snail's pace.

In order to quickly create the technical prerequisites, they would have to reform their respective state building laws, ideally in step with one another, so that not every state comes up with its own ingenious solution.

As an annoyed citizen, you can only get scared and anxious, as the Corona crisis has shown that there are enough self-promoters in the countries who prevent pragmatic solutions for political reasons.

In addition to the necessary will to reform, Wissing will therefore also need a great deal of persuasive power.
