Some 350,000 couples separate each year in France, half having minor children.

And while nearly one in four French families is a single parent, more than a third live below the poverty line, according to figures published at the end of 2021 by the National Family Allowance Fund.

In order to support households, the departmental CAFs therefore offer not only financial services, but also support services.

Manage alimony

Between 900,000 and 1 million parents benefit from alimony.

But between 30 and 40% are totally or partially unpaid.

However, the long and tedious legal procedures discourage the people who are victims (generally the mothers) from claiming their due in court.

In order to fight against this phenomenon which leads to the impoverishment of families, the network of family allowance funds has therefore acted as intermediaries between ex-spouses for several years.

At the slightest concern about payment, the Alimony Collection and Intermediation Agency, known as Aripa, can indeed take charge of recovering the amount of unpaid amounts (up to 24 months of arrears) from the debtor parent or, default, his employer, Pôle emploi or his bank.

Subject to means testing, she can also pay the family support allowance (ASF) to temporarily compensate for the lack of alimony.

A rise in load of the Aripa

Since the beginning of 2021, ex-spouses can therefore ask Aripa to manage the payments as soon as the alimony is fixed by an enforceable title (judgment, divorce agreement or agreement made by the CAF for an unmarried couple).

The success is also at the rendezvous since a year after the establishment, more than 50,000 new cases have been processed, of which nearly three quarters included unpaid pensions.

This public intermediation service will also become systematic from March 1, 2022. Any new alimony fixed by the courts in the context of a divorce will now be paid through Aripa.

And in 2023, the service will extend to other court decisions regarding pensions, as well as divorce by mutual consent.

Support families

Beyond financial support, the Family Allowance Fund can also guide families in difficulty.

Before, during or after a separation, this organization can direct you to a family mediation service in order to facilitate dialogue and find common ground.

Neutral meeting spaces can still be offered when the separation is conflictual, in order to allow a parent to see their children, while home helpers can be dispatched to support recently separated recipients in their relationship with their toddlers.

In addition, the CAFs organize free collective information sessions led by professionals aimed at addressing both the legal, but also the psychological and social aspects of a separation.
