Patent reserves in key core technology fields continue to increase

Domestic enterprises have 1.908 million valid invention patents, a year-on-year increase of 22.6%, 5 percentage points higher than the national average growth rate.
Among them, high-tech enterprises have 1.213 million valid invention patents, accounting for 63.6% of the total number of domestic enterprises. The innovation vitality of market players has been stimulated and their creative capabilities have been continuously enhanced.
The scale of patent and trademark pledge financing was further expanded, and the inclusiveness was further enhanced.
In 2021, the national patent and trademark pledge financing amount will reach 309.8 billion yuan, and the financing projects will reach 17,000, benefiting 15,000 enterprises.
Among them, inclusive loans of less than 10 million yuan benefited 11,000 enterprises, accounting for 71.8% of the total number of beneficiary enterprises.
Patent reserves in the digital economy and medical fields were further strengthened.
By the end of 2021, the three areas with the fastest growth in the effective quantity of domestic invention patents in my country are information technology management methods, computer technology and medical technology, with year-on-year growth of 100.3%, 32.7% and 28.7% respectively.

In 2021, foreign applicants will authorize 110,000 invention patents in China, a year-on-year increase of 23%; trademark registrations will be 194,000, a year-on-year increase of 5.2%.
Hu Wenhui pointed out that the number of foreign intellectual property rights in China has maintained rapid growth, indicating that foreign companies have firm confidence in China's intellectual property protection and business environment.
The scale of high-value invention patents has steadily expanded

By the end of 2021, there were 792,000 effective invention patents in domestic strategic emerging industries, an increase of 114,000 compared with the end of the "13th Five-Year Plan" period, and the industry's independent innovation capability continued to increase; The number of valid invention patents with a long term has grown rapidly. By the end of 2021, the number of valid invention patents in China with a term of more than 10 years reached 323,000, a year-on-year increase of 27.7%. Third, the overseas layout capabilities of innovative entities continued to improve. There were 83,000 valid invention patents with patent families overseas, a year-on-year increase of 21.8%, of which nearly 90% were owned by enterprises as the main body of innovation.
Zhang Zhicheng, director of the Intellectual Property Protection Department of the State Intellectual Property Office, said that in recent years, the patent quality improvement project has continued to be implemented in depth, resolutely cracked down on abnormal patent applications that are not aimed at protecting innovation, actively promoted the improvement of patent quality, and achieved good results.
Promote the transformation and application of patented technology in small and medium-sized enterprises
In order to support the development of SMEs, the State Intellectual Property Office, together with relevant departments, has introduced and promoted a series of policy measures.
Lei Xiaoyun, director of the Intellectual Property Utilization Promotion Department of the State Intellectual Property Office, introduced that in 2021, a notice will be issued to clarify measures such as separate credit plans, special assessment incentives, and relaxation of non-performing ratios to further strengthen intellectual property pledge financing; start intellectual property pledge financing" The three-year action of “Entering the Park to Benefit Enterprises” guides local banks to organize bank-enterprise docking activities; revises the “Regulations on Patent Pledge Registration”, and expands the pilot program of online registration of intellectual property pledges in banking financial institutions.
In addition, organize the implementation of a three-year patent transformation special plan to support the transformation and application of patented technologies in small and medium-sized enterprises.
At present, a total of 30 provinces have launched special plans, of which 8 provinces have received the first batch of awards and subsidies.
