Wu Song said that Liaoning Province promulgated and implemented the "Liaoning Province Unemployment Insurance Regulations" in 2000 and established an unemployment insurance system.
Over the past 20 years, the unemployment insurance system in Liaoning Province has been continuously developed and improved. The policy system has been gradually improved, the scope of protection has been continuously expanded, and the level of treatment has continued to increase. The trinity plays an important role in preventing unemployment risks, guaranteeing the basic livelihood of the unemployed, promoting employment and economic and social development of the province, and maintaining social stability.
Especially since the outbreak of the new crown pneumonia, the unemployment insurance work in Liaoning Province, under the strong leadership of the provincial party committee and the provincial government, closely conforms to the provincial situation, and has introduced a series of policies to reduce burdens, stabilize jobs, expand employment, and protect people’s livelihood. Unemployment insurance premiums were collected 3.38 billion yuan, 5.76 billion yuan was allocated for stable job return funds for 216,000 insured units, 6.711 million jobs were stabilized, 6.5 billion yuan was paid out of unemployment insurance benefits, and the province’s monthly unemployment insurance benefits per capita reached 1542. Wu Song said that in April of this year, Liaoning Province officially launched the promotion of the provincial-level coordination of unemployment insurance. Under the correct leadership of the provincial party committee and the provincial government, the departments of finance, taxation, medical insurance, veterans, and Shenyang branch of the People’s Bank of China gave their full support. With close cooperation, various preliminary preparatory work proceeded smoothly.
First, with the approval of the provincial government, the "Provincial Measures for the Overall Management of Unemployment Insurance in Liaoning Province" was issued, and supporting documents such as unified policies and unified handling procedures were formulated to form a relatively complete "1+6+1" unemployment. The second is to formulate unified handling procedures across the province, promote the informatization of the entire process of unemployment insurance services, and build and run a provincial-level centralized unemployment insurance management information system and fund financial system, making it faster and more convenient for participating units and individuals. The province's unemployment insurance management is more scientific and standardized.
The third is to establish a provincial-level unified income and expenditure financial system for unemployment insurance funds, implement unified income and expenditure at the provincial level of unemployment insurance funds, "two lines of income and expenditure", and the establishment of fund income and expenditure accounts in each city will be completed by the end of this month.
Fourth, on December 1, Liaoning Province has launched pilot projects in Jinzhou City and at the provincial level. At present, various businesses have been carried out smoothly in accordance with the regulations of the provincial level.
Wu Song said that the above four aspects have laid a solid foundation for Liaoning Province to fully implement the provincial-level unemployment insurance system on January 1, 2022.
The provincial-level overall planning of unemployment insurance in Liaoning Province will be achieved through the unification of policies, fund revenue and expenditure management, fund budget management, handling management services, information systems, incentive and restraint mechanisms, and responsibility sharing mechanisms.
It is specifically embodied in five aspects: implementation of the same unemployment insurance policy, further improvement of quality and efficiency of handling services, more standardized and orderly fund management, clear sharing of responsibilities between provinces and cities, and sound assessment and incentive mechanisms.
