Dubai Finance and the Central Bank are initiating digital connectivity

The Department of Finance of the Government of Dubai and the UAE Central Bank have initiated technical linkage procedures, in order to facilitate the payment of fees for government transactions, through the direct debit platform, within the UAE system for the electronic payment gateway of the Central Bank.

The connection, which has begun to be set up between the two sides, enables the activation of the direct debit service provided by the central bank system, thus facilitating the payment of government transaction fees owed by dealers with entities affiliated with the Dubai government, through direct debit cards from their bank accounts at various banks operating in the country. And collection by the Dubai Department of Finance in a direct and smooth manner.

This link will strengthen the relationship between the Department of Finance of the Government of Dubai and the Central Bank, and raise the level of efficiency in the process of financial collection, as well as contribute to the strengthening of the state’s strategy regarding the digital transformation of government services provided to individuals, and advances the strategy of smart transformation in the Emirate of Dubai.

Action Plan

Last October, the two sides concluded a memorandum of understanding in this regard, which stipulated the development of a detailed action plan, based on identifying common challenges and proposing appropriate solutions to them, in a way that serves the public interest, in addition to adopting appropriate measures to keep pace with the electronic link between the two parties.

The Governor of the Central Bank, Khaled Mohamed Balama, said: “We in the Central Bank are pleased to support the electronic transformation path for the services provided by federal and local institutions and bodies, in line with the vision of the wise leadership.

We also appreciate the efforts made by the Department of Finance of the Government of Dubai to complete the process of linking with the Central Bank systems in a short time.

The Emirates electronic payment gateway system, managed by the Central Bank, is of great importance, as it is a link between government institutions and banking institutions in the country, which will have a positive impact in accelerating the shift towards digital payment services.

Governmental entities

For his part, the Director General of the Department of Finance, Abdul-Rahman Saleh Al Saleh, stressed the importance of cooperation with the Central Bank and the federal and local sovereign government agencies in the country, saying that “the link that the relevant work teams on both sides have initiated in the procedures for its activation will contribute to supporting the initiative (Dubai Cashless), which aims to promote the use of smart payment methods in all transactions to dispense with the cash currency, as part of the strenuous efforts to support the full digital transformation of the emirate.

He added: “We are working, under the directives of our wise leadership, to raise the happiness of dealers with various government agencies in Dubai, as it is one of the strategic goals of the Dubai government and the Department of Finance, and the technical linkage project between the Department of Finance and the Central Bank will provide more secure, fast and effective payment channels. It helps us reach that goal and raise the happiness of our customers. ”

Online payment gateway

The Central Bank launched the Emirates e-payment gateway system in 2016, with the aim of completing payments for e-commerce transaction fees, through the use of customer accounts with banks, of both current and savings, easily and smoothly.

The system enables service providers to provide the payment service to customers by linking with banks operating in the country, through a single platform, without the need to create an application interface for each bank, while adhering to a set of common rules.
