“Because the new form of money requires meaningfulness, requires piloting various operations using the digital ruble, requires confidence that we have developed and use all the security tools, liquidity management, seamless transition from non-cash rubles to digital and vice versa,” he quotes RIA Novosti Skorobogatov.

She said that the Central Bank considers it necessary "to create a prototype of the digital ruble platform by the end of the year, and next year, in test mode, together with market participants, try and test this prototype from all points of view."

In turn, Deputy Chairman of the Bank of Russia Alexei Zabotkin noted that "the banking system has been in a structural liquidity surplus for a long time, a very significant demand for the digital ruble is required for this surplus to move into a stable structural deficit."

“And we must understand that ... the introduction of the digital ruble into circulation will occur gradually, that is, the banking system will definitely have enough time to adapt to changes in the structural balance of liquidity as this happens,” he added.

In October, the regulator presented a report on the creation and implementation of the digital national currency - the digital ruble.

It is assumed that it will be in the form of a unique digital code, which is stored in a special electronic wallet, and will be a full-fledged means of payment. 

The head of the Central Bank, Elvira Nabiullina, emphasized that the digital ruble will not replace cash and non-cash money.
