According to the Ministry of Finance website on the 24th, the "Announcement on the Cancellation of Port Construction Fees and the Adjustment of Civil Aviation Development Fund Policies" (hereinafter referred to as the "Announcement"). The "Announcement" pointed out that from April 1, 2021 Starting today, the levy standard for airlines to pay civil aviation development funds will be reduced by 50% in accordance with the "Notice of the Ministry of Finance on Adjusting Some Governmental Funds Relevant Policies" and then reduced by 20%.

  According to the "Announcement", the port construction fee will be cancelled from January 1, 2021.

For the port construction fees owed in previous years, the relevant collection unit shall collect the full amount and promptly clear it, and turn it over to the State Treasury in full in accordance with the channels specified by the financial department.

  The "Announcement" proposes that starting from April 1, 2021, the levy standards for airlines to pay civil aviation development funds will be in accordance with the "Notice of the Ministry of Finance on Adjusting Some Governmental Funds Related Policies" (Caishui [2019] No. 46) On the basis of a 50% reduction, another 20% reduction.

  The "Announcement" shows that all relevant departments and units should formulate relevant supporting measures in a timely manner in accordance with the provisions of this announcement to ensure that the above-mentioned policies are in place.

  The “Announcement” stated that, starting from January 1, 2021, the “Notice of the Ministry of Finance on Printing and Distributing the “Administrative Measures for the Collection and Use of Port Construction Fees” (Cai Zong [2011] No. 29), and the Ministry of Transport of the Ministry of Finance Notice on the Exemption of Port Construction Fees for Ro-Ro Passenger Transportation (Cai Zong [2011] No. 100), and the Reply of the Ministry of Finance and the Ministry of Transport on agreeing to halve port construction fees for port areas above the Yangtze River Bridge in Nanjing Port (Cai Zong [ 2012] No. 40), the "Notice of the Ministry of Finance on Issues Concerning Improving the Policy for the Collection of Port Construction Fees" (Caishui [2015] No. 131) was repealed.
