In the face of the extremely complicated situation, under the leadership of the central government and the efforts of all parties, the overall employment situation was finally stable, which was better than expected.

It can be seen from three aspects.

First look at the number of new jobs.

Last year, 11.86 million people were completed, exceeding the goal of 9 million.

The second is to look at the surveyed unemployment rate.

The annual average is 5.6%, which is below the 6% control target.

  Zhang Jinan said that with regard to the employment situation this year, the general judgment of the Ministry of Human Resources and Social Security is that as the economy stabilizes and improves, employment will continue to remain generally stable.

However, there are still many uncertain and unstable factors, and the employment situation is still relatively complicated and faces many challenges.

First, the pressure on total employment remains unabated.

This year, the new growth of the urban labor force that needs to be arranged for employment is still around 15 million, and the number of college graduates this year is 9.09 million, reaching a new high.

Second, structural contradictions are still prominent, and difficulties in employment and recruitment coexist.

For example, it is difficult to recruit general workers in the manufacturing and service industries, and there is a shortage of skilled workers. The job-seeking ratio of technically skilled talents exceeds 2. In other words, a technically skilled talent has at least two positions waiting for him.

Third, the impact of the epidemic is complex and changeable. The international epidemic is still spreading, and the pressure of "foreign defense import and internal defense rebound" is also relatively high, which has added uncertainty and risk challenges to this year's employment.

  Zhang Jinan revealed that in the next step, the Ministry of Human Resources and Social Security will in-depth implement the employment priority policy, highlight key points, implement precise policies, and use precise force in the following five aspects. Although there were some withdrawals from the policies last year, many policies are still being implemented, such as absorbing employment subsidies, unemployment insurance stabilizing job rebates, and job training. These policies must be implemented well. The second is to focus on key groups. If key groups are stable, employment will be stable. The third is to strive to broaden employment channels. Support the development of labor-intensive industries, support small, medium and micro enterprises, support laborers to start businesses, improve the labor security system for flexible employment, and further expand the employment space. The fourth is to focus on strengthening vocational training. In-depth implementation of vocational skills upgrading actions and improvement of the pertinence and effectiveness of training are important measures to solve the structural contradictions in employment. The fifth is to strengthen the bottom support. Focus on employment assistance for the urban poor and the rural low-income population, guarantee the basic life of the unemployed, and secure the bottom line of people's livelihood.
