The government, unions and employers have not reached an agreement this Thursday to extend the temporary employment regulation files (ERTE) beyond September 30,
despite the fact that it was expected that today they would be
able to close it for approval tomorrow in a Council of Ministers extraordinary, they informed Europa Press in sources of the negotiation.
However, both
government and union sources
have assured Europa Press that "important progress" has been achieved and that the Executive will send the social agents a new document to continue negotiating "in the coming days."
This Thursday's meeting has been marathon: it started shortly before noon and ended at the edge of 8:00 p.m. without the parties having managed, for the moment, to overcome the two obstacles that separate them from a pact that gives continuity to the ERTE to starting October 1.
Thus, in the absence of less than a week for the current regulation of ERTEs associated with Covid to expire, the negotiation remains "stuck" in the definition of the sectors where to focus ERTEs and in the exemptions of business fees.
In this sense, business sources have indicated to Europa Press that until all companies and workers are accommodated in the ERTE there will be no agreement with the Government.
In this sense, they recall that
in Germany they have been extended until December 31, 2021
for all sectors and with a 100% exemption.
IMPROVEMENTS IN SOCIAL PROTECTION
However, the Minister of Labor,
Yolanda Díaz
, has advanced this morning that they had been able to settle with the social agents some issues related to the social protection associated with the ERTE.
Thus, Díaz has announced that
the 'counter to zero'
will be raised
from 180 to 196 days
and will apply throughout 2021;
The ERTE workers' benefit will be maintained at 70% of the regulatory base even after six months (before it dropped to 50% after six months of receipt), and a benefit would be introduced for permanent-discontinuous workers due to the bad tourist season .
The minister insisted that the Government wants to protect all the companies that need it, not only in the tourism sector, but also those that depend on it or are linked to this activity in some way.
However, it has recognized that this is a complex task, which would make the negotiation difficult, as it is being.
For his part, the Minister of Inclusion, Social Security and Migration,
José Luis Escrivá
, made it clear this morning that "there cannot be coffee for everyone", since all companies have not been affected by the pandemic with the same intensity .
