The Sovdir was also called on to move the head office to Norilsk and “change the company's attitude to environmental and safety issues.”

Rusal expressed concern about a series of environmental accidents and incidents, noting that "what is happening at Norilsk Nickel makes us wonder how competent the management is and is able to manage the company."

Earlier, Rosprirodnadzor estimated the damage caused to the environment by a fuel spill at Norilsk TPP-3 at almost 148 billion rubles.
