Every year, more than one million households undertake energy renovation work. And state aid is conditional on the respect of certain criteria.

Emmanuelle Wargon had announced it on Europe 1 last September: the government will reinforce the arsenal of fight against the abuses, the frauds - even the scams - which multiply in the sector of the energy renovation of the housing. The details of the measures will be unveiled this morning in Paris by three members of the government: Emmanuelle Wargon, Julien Denormandie and Agnès Pannier-Runacher. Review of these measures, which will be implemented in the first half of 2020.

From now on, the controls will be made randomly . They are aimed primarily at the companies that carry out the work. To get help from the State, you must entrust the installation of your boiler or the insulation of your attic to a professional holder of the label "RGE" (Recognized guarantor of the environment). Some 57,000 companies today have this label and are monitored once every four years. The problem is that these checks are done on a site chosen by the company. Suffice to say that very few failures are noted ... The novelty is that now, the controls will be made randomly and their frequency can be increased.

The plan also targets individuals: practical sheets will be proposed to them at the time of the reception of the works to enable them to verify, by means of a check-list, the visible points of the quality of the work carried out.

Finally, a public communication campaign will be launched by the Directorate General of Competition, Consumer Affairs and Fraud Prevention to warn individuals against the abuse that is increasing during canvassing by phone or home. With some strong messages, such as "State services never go ... so if you are called by someone who says you are mandated by the state ... do not go further." Or: "Take your time, never sign on the spot ... and always compare with other quotes."
