The decision of the World Trade Organization deals with anti-dumping measures taken by the United States. This is the first time the WTO has allowed China to sanction US products.

The World Trade Organization authorized Friday, November 1, Beijing to impose sanctions on $ 3.6 billion (3.2 billion euros) of US products per year, in a six-year litigation on measures anti-dumping taken by Washington. Beijing had called for the possibility of punishing up to more than $ 7 billion a year. The United States can not appeal this decision.

The dispute dates back to 2013 when Beijing lodged a complaint with the world trade policeman to challenge Washington's way of determining whether Chinese imports are being placed on the US market at unreasonably low prices.

Anti-dumping measures are admittedly permitted, but they are subject to certain conditions. This is what drives some countries to challenge them. In its complaint, Beijing points out the method of calculation used by Washington, according to which the prices of imports are fixed from their usual value in the United States.

In 2016, a panel of experts gives reason to China, on some points only. The United States promises to comply with this decision, but does not comply. A few days after the cut-off date, in August 2018, China is asking the WTO Dispute Settlement Body for authorization to retaliate on more than $ 7 billion worth of US goods. The arbitrator has just decided: China can therefore sanction up to $ 3.6 billion, an amount deemed more appropriate by the WTO.
