It was revealed that the person in charge of the 112 Situation Room of the Seoul Metropolitan Police Agency was not in the Situation Room last Saturday night, when urgent reports were poured into the police.

The police placed a situation manager on standby and requested an investigation.

At 6:34 pm on the day of the disaster, the first 112 report was received by the police saying, “People are likely to be tangled and crushed.”



Reports were received one after another at the 112 Situation Room of the Seoul Metropolitan Police Agency, and at 8:53 pm, “Code 0, an emergency report that requires the police to be dispatched immediately,” was issued to report “too many people are being crushed”.



According to the 112 Report Reception Order Manual, code 0 incidents require real-time transmission and an order for cooperation is issued.



From the first report to 11 p.m., only 98 cases related to pressurization were received.



According to the manual, if a large-scale disaster is expected due to multiple reports, the on-duty situation team leader must report to the 112 situation manager on duty, and the 112 situation manager must report to the Seoul Metropolitan Police Agency Commissioner Kim Kwang-ho.



However, on the night of the accident, Mi-jin Ryu, head of the personnel education division of the Seoul Metropolitan Police Agency, who was in charge of the 112 situation management officer, was not in the situation room at 10:15 pm at the time of the accident, and it was reported that he came to the situation room only at 11:39 pm, 1 hour and 24 minutes after that.



According to the on-site manual created by the National Police Agency, the reception, transmission, initial response, and situation report should be completed within 35 minutes to the National Police Agency, but even this was not followed.



The Special Inspection Team of the National Police Agency said that Manager Ryu Mi-jin, who should be in charge of managing this situation, neglected his work, and that recognition and reporting of the situation were delayed.
