All members of the committee in attendance agreed that the 11 videos or photos violated the 'Deliberation Regulations on Information and Communication' as they were cruel or disgusting by realistically and concretely expressing physical and mental pain.



According to Article 8 (2) of the relevant regulation, distribution of 'contents that are cruel or disgusting by realistically and concretely expressing physical or mental pain, etc. to people or animals' is prohibited.



The vigilante committee said it plans to continuously monitor the shocking and provocative information that is distributed indiscriminately using rapid propagation or information that promotes prejudice against victims with unconfirmed content.
