Port ports including local fishing ports in the province are designated as public facilities.

In other words, fishing vessels registered as vessels can anchor without restrictions.

Recently, a controversy has arisen as a village fisherman's association has raised a claim to demand the use of a port.

One 5-ton fishing boat is parked in the outer port.

She has a place to berth in the inner harbor, but she can't get in.

This is because the village fishermen's association is not allowing boats to enter.

[Hwang Gwang-seok / Fishing boat owner: You have to get permission from the Fishermen's Association, and if you can build it with permission, you have to pay the berthing fee to enter.

The ships that come in now have to pay 1 million won each to anchor their ships.]

Mr. Hwang explains that when he brought a 3.7-ton fishing boat into the port five years ago, he paid 250,000 won to the Fishermen's Association for berthing and oil tank use.

There is a conflict between the fishing boat owner and some villagers over anchoring the fishing boat in the port, which is a public facility.

Conflict with the fishermen's association led to a lawsuit.

This is because an official of the Fishermen's Association took the oil tank parts to prevent Hwang from using the oil tank.

Hwang eventually reported a fisherman's association official to the Coast Guard on charges of property damage.

[Hwang Kwang-seok / Fishing boat owner: I have to go fishing or go fishing, but I can’t go out, so I have to drag a boat to Jeju Port or a port where I can put oil and put oil…

.

Since I can't fish in the meantime, I have a loss for it.

It's so difficult.] The

reporters met directly with the fishermen's association and heard their story.

An official of the Fishermen's Association explained that he only received the membership fee as a member of the Fisherman's Association, but never asked for a port usage fee, including the anchorage fee.

He said he could not answer the question of whether it was true that the fishing boats were not allowed to anchor.

As such, there are complaints related to the use of port, a public facility, but there is no legal way to regulate it.

[Jeju City Official: A fishing port is a space that can be used for public purposes, and in the case of fishing vessels, all ports can dock.]

Therefore, the administration is unable to take any measures other than mediation.
