this way, the government has not shown much movement despite the court ruling to disclose the list of perpetrators of torture. So, has the government agency made a proper apology to the victims? Torture victims say the apology was outrageous.

Following is the report by Won Jong-jin, a reporter.

Kim Yang-gi, who served five years as a spy under the orders of a Zainichi agent during the Chun Doo-hwan regime.

It was 35 years ago, but I have a clear memory of being tortured by the Gwangju Security Force.

[Kim Yang-gi / Victim of the 1986 Zainichi agent spy manipulation incident: Even now, when I hear the sound of boots, I am traumatized. Once upon a time, when I was being tortured, the sound of 'thump thump' coming down from the basement with those bangs coming down to prepare for torture.]

But at the end of last month, strangers wearing those same boots suddenly came to my house.

[Kim Yang-ki / Victim of the 1986 spy manipulation case by a Zainichi agent: 10 years have passed since he was acquitted without saying a word, but now, out of the blue, he suddenly appeared one day and said, 'If I apologize, will you accept it?' (That's what I'm saying.)]

There was no further talk about what the country did wrong or what measures it would take to recover from the damage.

[Kim Yang-ki / Victim of the 1986 Zainichi agent espionage manipulation case: It was a little absurd at first. He said, 'I'll discuss that a little bit and give it some thought.' I'll be in touch though. I haven't received a call yet.]

Only a single A4 letter was recently delivered to the person who was tortured in the anti-communist office in Namyeong-dong in the 1980s and served 7 years for violating the National Security Act.

Based on the results of the 1st Historical Committee for Truth and Reconciliation, since 2010, the Ministry of Public Administration and Security has been recommending the National Intelligence Service, the Ministry of National Defense, and the National Police Agency to make an active apology to victims of national crimes in the past.

However, the rate of apology to victims of torture such as espionage manipulation is just over 10%, giving victims the impression that they are in a rush to fulfill their performance.

[Park Min-joong / Human Rights Medical Research Institute team leader: (National institutions) What kind of stance is 'I'm not doing what I've been doing before', but this is under-standard, under-content, and not as good as not doing it, and it's a second time for the victim. Victims of torture are asking whether our government is in

the

position of victims of national crimes, actively and specifically apologizing for the state's wrongdoings and comforting them.
