"Test site for military-biological tests": Moscow published a report on US biological laboratories in Ukraine

The Federation Council unanimously approved the final report of the parliamentary commission to investigate the circumstances related to the creation of US biological laboratories in Ukraine. This was reported on the website of the upper house. The document will be sent to the President and the Government of the Russian Federation.

As viktor Bondarev, chairman of the Federation Council Committee on Defense and Security, told reporters, on the basis of the information received, the commission came to the conclusion that the United States continues to work on the creation of biological weapons components.

According to the senator, American specialists are ready to manufacture prohibited weapons and use them "outside their territory."

The text of the report, published on the website of the State Duma, says that Washington seeks to create a "universal genetically engineered biological weapon" capable of "hitting not only people, but also animals, as well as crops."

"Its use involves, among other things, causing large-scale and irreparable economic damage to the enemy. Thus, in the current conditions of military confrontation, the United States assigns a strategic role to new types of biological weapons," the document says.

As the authors of the report emphasize, hidden and targeted biological weapons could, from the point of view of Pentagon strategists, create "a significant advantage for American troops over the opposing side, even possessing other types of weapons of mass destruction."

"The possession by the United States of such highly effective biological weapons forms, in the opinion of the US military, real prerequisites for changing the nature of modern armed conflicts," the report says.

Biological objects in other states play an important role in the implementation of such policies. These countries are used "as a testing ground for military biological tests," and millions of local residents become "hostages to the deadly biological threats" posed by the United States.

"Thus, in fact, the "military-biological occupation" of the whole world is being carried out," the report of the parliamentary commission says.

As the authors of the document note, the activities of Washington-controlled biological laboratories are focused on providing "potential military advantages" using pathogenic microorganisms.

Washington pays great attention to strengthening its biological presence in the former Soviet republics, which makes it possible to collect biomaterials along the border of the Russian Federation.

In particular, in the territory of the former USSR there are reference laboratories, in the work of which Pentagon specialists participate. The activities of these facilities are closed to the national authorities.

The military-biological infrastructure created by Washington allows "not only to select the most dangerous pathogens for it, but also to conduct experiments with them to enhance their damaging properties."

In some former Soviet republics, American specialists are studying the possibility of using natural "means of delivery" of dangerous microorganisms. We are talking about the use of migratory birds, bats and arthropods to spread pathogens of dangerous infections, the report says.

A significant part of the report is devoted to the biological activities of the United States in Ukraine, where 30 biological laboratories were created. As reported in the document, Washington's interest is due to the long land border with Russia and the crossing of transcontinental migration routes of wild birds.

Biological laboratories were opened in locations that were of interest to the United States "in the military-strategic and epidemiological sense." These facilities were regularly modernized, and often with gross violations of safety precautions.

According to the document, by the end of 2022, two updated biological centers were to open in Kiev and Odessa, but a special operation thwarted these plans. In general, the SVO has become a serious obstacle to the illegal activities of the Pentagon.

"In connection with the conduct of a special military operation, US medical and biological programs in Ukraine were terminated or suspended. The Pentagon is transferring research not completed within the framework of Ukrainian projects to other nearby countries, "members of the parliamentary commission report.

Work in Ukraine allowed the United States to at least form "technological prerequisites" for "economic sabotage" in the border regions of Russia.

It is reported that one of the most dangerous experiments was a project codenamed UP-8. It was carried out to assess the body's resistance to certain pathogens. The test subjects were soldiers of the Armed Forces of Ukraine. During the research in the laboratory of Kharkiv, about 20 servicemen died, another 200 were hospitalized.

Members of the parliamentary commission believe that the Pentagon's projects are aimed at creating conditions for the covert development of "new biological agents of directed action for conducting invisible biological warfare."

"As such biological agents, modified pathogens of especially dangerous infectious diseases characteristic of a particular territory, which have high drug resistance and the ability to overcome the immune defenses of people living there, can be used," the document states.

It is noted that the use of such biological agents "can be disguised as natural outbreaks of various epidemics."

As the authors of the report emphasize, biological weapons created by the United States on the basis of decoding the human genome "radically change the overall global geopolitical and military situation."

"Look at America Differently"

As stated by the Speaker of the Federation Council Valentina Matvienko during the discussion of the final report of the parliamentary commission, the information presented in the document "will finally dispel all illusions about the peaceful nature of US scientific research in Ukraine and force the world to look differently at America and its "humanitarian" mission in other countries."

In an interview with RT, andrei Koshkin, an expert of the Association of Military Political Scientists, head of the Department of Political Analysis and Socio-Psychological Processes of the Plekhanov Russian University of Economics, said that the report of the parliamentary commission provided convincing evidence of Washington's violation of the fundamental principles of international law and the BTWC (Convention on the Prohibition of Biological and Toxin Weapons).

"By creating a new biological weapon, the United States grossly violated the BTWC, used the subordinate position of Ukraine for its own purposes, turned some Ukrainians into test subjects. I do not know whether the United States will be able to somehow bring to justice, but such a policy should at least be condemned, "Koshkin said.

According to the expert, the document will certainly be widely distributed in the world. According to Koshkin, the report of the parliamentary commission can become a source for resonant publications in the media, including foreign ones.

In addition, the evidence collected in the report can serve as a basis for various international documents and "get continued in the UN" in the form of a resolution following the example of the document on Nord Streams, which was put to the vote of the Security Council of the world organization.

Recall that at the end of March, the UN Security Council voted on a resolution on the investigation of explosions on the pipeline in the Baltic Sea. The document was co-authored by Russia, China, Belarus, North Korea, Syria, Eritrea, Nicaragua and Venezuela. The U.S. and its allies did not vote against it and abstained.

In a comment to RT, Deputy Director of the Institute for Strategic Studies and Forecasts of the RUDN University Yevgeny Semibratov suggested that the situation with biological laboratories in Ukraine and other countries of the world could be used by Donald Trump and other Republicans as a tool to discredit the Democrats.

"In the United States, the presidential race is now underway, and the Republican Party can use this topic in the political struggle, bringing the relevant meanings through its media institutions," Semibratov said.

Also, according to the expert, the topic of US responsibility for military biological activities will be developed in countries that feel threatened by Washington.

"From the report it follows that the United States is deploying its biological laboratories and creating biological weapons for a possible fight against its geopolitical competitors. The corresponding conclusions will certainly be made in China. The biological threat factor from the United States is able to bring our countries even closer together," Semibratov concluded.
