“As part of the investigation of a criminal case ... a 44-year-old general director (chief physician), as well as a 37-year-old obstetrician-gynecologist at one of the medical centers, were detained,” the department said.

According to investigators, in June 2019, the suspects entered into a donation agreement with a citizen of a foreign state in violation of the law on the use of assisted reproductive technologies by a single man.

Then the man entered into an agreement with a donor agency, which selected two women as surrogate mothers.

In the summer of 2020, surrogate mothers gave birth to a boy and a girl.

The man took one of the children abroad, the second child died of a disease while in St. Petersburg with a nanny.

According to kp.ru, a measure of restraint will be chosen for them in the near future.

On December 19, Russian President Vladimir Putin signed a law banning the services of surrogate mothers in Russia for foreign citizens.

The law provides that only Russians who are married or a single woman - a citizen of Russia who, for medical reasons, cannot bear or give birth to a child on her own, will be able to use the services of surrogate mothers. 

Earlier, State Duma Chairman Vyacheslav Volodin said that the decision to ban foreigners from using surrogacy would prevent the sale of children abroad.
