Sumaya Hareb Al-Suwaidi, a member of the National Council, proposed canceling the “EMSAT” exam for all people of determination and replacing it with assessment tests and giving them a qualifying semester to enter higher education that develops their abilities and achieves their ability to complete their educational path, as they are an integral part of the educational and professional path and the labor market, because there are four categories of People of determination are unable to pass the exam due to the type of their disability and the lack of appropriate services for them in the examination centers.

She explained to "Emirates Today" that there are four categories of people of determination who have difficulty passing the "EMSAT" exam due to the lack of services suitable for the type of their disability in the examination centers, and they are visually impaired, deaf, dumb and lack of concentration, and she continued that the Emsat test is for healthy students and in the event that The presence of students of determination must take into account the type of disability they have.

She pointed out that the criteria for exempting people of determination from the "EMSAT" exam are very difficult and some people of determination cannot bypass them, which leads to them leaving the exam due to the lack of services in the centers that suit their condition or their failure due to the exam not being compatible with the quality of their health condition.

She added that one of the conditions for exempting people of determination from "emsat" is that he is weak in Arabic, English and mathematics in reading and writing skills, and that he is weak in abilities four grades less than his peers.

She explained that the limited services provided by the EmSAT exam centers are not commensurate with the type of disability of people of determination and do not achieve the satisfaction of students or their families, as students with severe vision impairment do not have large screens, and that the existing devices do not suit their condition in terms of font enlargement and screen image clarity. And the quality of its lighting, so some students left the test because they were unable to complete the exams due to the inadequacy of the equipment with their health condition despite their academic excellence.

She explained that the severely visually impaired do not suffer from disability problems other than visual impairment, and that those with severe visual impairment are no less challenging than the rest of the people of determination in terms of services, and pointed out that the exemption from the Emsat exam was supposed to include them such as students who are deaf, dumb, lack of focus and distraction.

She stated that the pre-exam instructions are supposed to be explained to the deaf and dumb through a recorded video broadcast in sign language so that the instructions or notes related to the exam will not be lost to them, given that the exam is one of the assessment and measurement tools.

She pointed out that students who lack concentration lack special rooms to perform the exam, as one of their methods of treatment is for the student to raise his voice in answering the questions so as not to lose their concentration, and this is not found in the Emsat delivery centers, in addition to the absence of a psychologist in the centers, which leads to The student failed the exam, or did not obtain the required average.

She added that the Emsat exam is not voluntary for the benefit of people of determination, and there are no adaptations commensurate with the disabilities of people of determination. Even the equipment in the Emsat centers suffers from the remoteness of their toilets, the lack of appropriate entrances and exits, and narrow corridors that do not suit their condition, in addition to the lack of special parking spaces.

She explained that people of determination do not have priority to obtain seats or priority in the dates of the Emsat exam, which indicates that no facilities or services are provided commensurate with the type of disability, noting that there must be cooperation and coordination with the Department of Special Education in the Ministry of Education, And between national and international tests for people of determination.

And she indicated that the five categories of people of determination are not given sufficient additional time to perform the exam except for 15 minutes, compared to their peers of people of determination who are given 100% additional time in the exam, due to the type of their disability, and this is considered unfair to the rest of the people of determination.
